New Delhi: In a significant development within India’s central paramilitary leadership, the Ministry of Home Affairs (MHA) has cleared two key IPS-level appointments in the Central Industrial Security Force (CISF) and the Border Security Force (BSF).
Senthil Avoodai Krishna Raj Promoted as IG, CISF
Senthil Avoodai Krishna Raj, an Indian Police Service (IPS) officer of the 2007 batch from Uttarakhand cadre, has been promoted to the post of Inspector General (IG) in the Central Industrial Security Force (CISF). He is currently serving as Deputy Inspector General (DIG) in the same force.
As per the MHA order issued on June 9, 2025, his promotion to IG rank is effective from the date he assumes charge and will be valid until his central deputation tenure ends or until further orders—with his existing tenure slated to end on February 2, 2023 (likely a typographical error intended to read as 2026 or similar).
Krishna Raj was among the 65 IPS officers empanelled by the Centre on May 11 for appointment to IG-level posts across central government departments and forces.
Swapnil Mamgain Appointed DIG, BSF on Deputation
In another significant appointment, Swapnil Mamgain, an IPS officer of the 2011 batch from the Uttar Pradesh cadre, has been appointed as Deputy Inspector General (DIG) in the Border Security Force (BSF).
His appointment, made on a deputation basis for a period of five years, was confirmed via an MHA order issued on June 11, 2025. The posting will remain effective from the date of assumption of charge or until further orders, whichever comes earlier.
Mr Mamgain is regarded as one of the most dynamic officers in the service. Currently serving as DIG in the PAC Meerut Sector, he has been entrusted with this key position in the BSF in recognition of his experience and competence. Known for his discipline, sensitive policing, and effective leadership, he has consistently maintained an excellent service record. A formal communication has been sent by the Union Home Ministry to the Chief Secretary of Uttar Pradesh, requesting that he be relieved from his current duties at the earliest so he can assume his new role.
Originally from Dehradun, Uttarakhand, Mr Mamgain was born on October 4, 1980. He holds a B.Tech degree in Electronics. Over the course of his career, he has served in various important assignments, including a posting with CBCID in Lucknow. His first appointment as Superintendent of Police (SP) was in Balrampur in 2016. During his tenures in Meerut, Moradabad, and other districts, he has earned a reputation for integrity and administrative effectiveness, significantly improving the local policing systems wherever he was posted.
Strengthening CAPF Leadership Amid Security Challenges
These appointments come at a time when the government is focusing on strengthening leadership across Central Armed Police Forces (CAPFs), amid increasing demands on internal security, industrial infrastructure protection, and border management. Both CISF and BSF play critical roles in national security – CISF protects vital installations like airports and nuclear plants, while BSF guards India’s international borders.
