New Delhi: Centre Notifies Key Bureaucratic Appointments and Repatriation Orders. In a fresh set of administrative decisions, the Centre on Friday (April 10, 2026) issued notifications regarding appointments and repatriation of senior officers across key government institutions, including the Ministry of Civil Aviation, Central Administrative Tribunal (CAT), and the Lal Bahadur Shastri National Academy of Administration (LBSNAA).
The changes involve officers from multiple services and are part of routine кадров management and administrative restructuring at the central level.
Shobhit Gupta Repatriated to Parent Cadre
Shobhit Gupta (IRSEE: 2000), who was serving as Joint Secretary in the Ministry of Civil Aviation, has been prematurely repatriated to his parent cadre.
According to the notification, the repatriation has been approved on personal grounds. It also carries the imposition of an extended “cooling-off” period, as per existing norms governing central deputation.
Gupta is an officer of the Indian Railway Service of Electrical Engineers (IRSEE) and has held important responsibilities during his tenure at the Ministry of Civil Aviation.

Sunil Kumar Sharma Appointed Chief Accounts Officer in CAT
Sunil Kumar Sharma (IA&AS: 2015) has been selected for appointment as Chief Accounts Officer (Deputy Secretary level) in the Central Administrative Tribunal (CAT), Principal Bench.
His appointment will be for a period of four years.
An officer of the Indian Audit and Accounts Service (IA&AS), Sharma is expected to oversee financial management and accounting functions at the CAT’s principal bench, which handles significant administrative and service-related cases.
Gautam Thapliyal Appointed Deputy Director at LBSNAA
Gautam Thapliyal (IRS C&IT: 2016) has been appointed as Deputy Director at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.
The position is at the Deputy Secretary level, and his tenure will continue up to December 10, 2027.
An officer of the Indian Revenue Service (Customs & Indirect Taxes), Thapliyal will be part of the premier training institution responsible for shaping India’s civil servants, including IAS officer trainees.
Routine Administrative Changes Across Key Institutions
Officials indicated that these appointments and repatriation orders are part of routine administrative processes aimed at ensuring effective governance and optimal utilization of officer expertise across ministries and institutions.
The postings to institutions like CAT and LBSNAA are considered significant, given their roles in judicial administration and civil services training, respectively.
