Indian Masterminds Stories

New Delhi: In a fresh round of senior-level bureaucratic reshuffles, Department of Personnel and Training has approved multiple appointments of IAS and IPS officers to key positions across census administration, policy institutions and central ministries under the Central Staffing Scheme. The appointments, cleared by the competent authority in the Government of India, are aimed at strengthening administrative leadership in crucial sectors including census operations, citizen registration, internal security, rural development, corporate affairs and national policy planning.

The latest orders indicate that the Centre is simultaneously preparing for future census-related administrative exercises while reinforcing senior-level capacity in strategic ministries and institutions. Officers appointed through the latest batch have been directed to join their new assignments within three weeks in accordance with Central Staffing Scheme rules, failing which they may face debarment from future central deputation opportunities.

Senior Officers Appointed for Census Operations Across Key States

A major part of the fresh appointments relates to census administration, with the Centre naming officers to serve as Directors of Census Operations (DCO) and Directors of Citizen Registration (DCR) in multiple states.

Ranjita Appointed for Bihar at Deputy Secretary Level

Ranjita has been appointed as Director of Census Operations and Director of Citizen Registration for Bihar at the Deputy Secretary level for a period of three years.

The posting assumes significance as Bihar remains one of the most demographically significant states in India, making census preparedness and citizen registration highly critical for future national data exercises.

Sanjeev Shrivastava Posted to Madhya Pradesh at Director Level

Sanjeev Shrivastava has been appointed as Director of Census Operations and Director of Citizen Registration in Madhya Pradesh at the Director level.

Given Madhya Pradesh’s geographical size and administrative spread, the appointment is expected to play an important role in managing future census-related field coordination and citizen registration systems.

Ramachandran R Gets Karnataka Census Responsibility

Ramachandran R has been appointed as Director of Census Operations and Director of Citizen Registration for Karnataka at the Director level.

Karnataka’s growing urban population and digital governance systems make the role strategically important in upcoming national administrative exercises.

Vinod P Kavle Given Additional Charge in Mizoram

Vinod P Kavle has been assigned additional charge as Director of Census Operations and Director of Citizen Registration for Mizoram.

The additional responsibility reflects the Centre’s effort to ensure continuity in census administration even in smaller northeastern states.

Key Central Deputation Appointments in Major Ministries and Institutions

Alongside census appointments, several senior officers have been posted to critical ministries and central institutions under the Central Staffing Scheme.

Mahendra Kumar Appointed Director in Ministry of Corporate Affairs

Mahendra Kumar has been appointed as Director in the Ministry of Corporate Affairs for a tenure of five years.

The posting is significant as the ministry handles corporate regulation, company law administration and business governance reforms.

Navtej Singh Posted as Director in NITI Aayog

Navtej Singh has been appointed Director in NITI Aayog.

The assignment places him within one of the Centre’s most important policy formulation institutions, where officers contribute to national development strategies, state coordination and sectoral reforms.

Krishna Kumar Appointed Deputy Secretary in Rural Development

Krishna Kumar has been appointed Deputy Secretary in the Department of Rural Development for a period of four years.

The department plays a central role in implementing flagship rural programmes, poverty alleviation measures and livelihood schemes.

Rohit Malpani Posted to NATGRID Under MHA

NATGRID is considered a critical national security platform that integrates intelligence and data systems for internal security coordination.

Officers Directed to Join Within Three Weeks

The Department of Personnel and Training has instructed all officers to assume charge of their new postings within three weeks from the date of issue of appointment orders.

Officials have also been reminded that:

• Central Staffing Scheme timelines must be strictly followed

• Delayed joining may attract debarment

• Parent cadres must ensure timely relieving of officers

Such conditions are increasingly being enforced to avoid delays in central appointments.

Census Preparations Seen as Key Administrative Signal

The appointment of multiple Directors of Census Operations and Directors of Citizen Registration across states is being viewed as an important administrative signal that preparatory mechanisms are being strengthened for future census and population-related exercises.

The positions of DCO and DCR are crucial because they oversee:

• Census field preparation

• Data collection systems

• Administrative coordination with state machinery

• Citizen registration processes

• Enumeration logistics

These appointments acquire added significance because census-linked administrative infrastructure often requires long lead preparation.

Wider Administrative Push Across Governance Sectors

The simultaneous appointments in:

• Census administration

• Corporate affairs

• Rural development

• Internal security

• National policy planning

suggest a coordinated bureaucratic strengthening exercise by the Centre.

Officials note that experienced officers are being placed in sensitive and execution-heavy roles where administrative continuity is critical.
