Raipur: In a major step toward strengthening administrative discipline and digital governance, the Chhattisgarh government has announced compulsory Aadhaar-Based Biometric Attendance System (AEBAS) across all departments operating from Mahanadi Bhawan and Indravati Bhawan. The system will become fully operational in the Mantralaya from 1 December 2025, with testing beginning tomorrow.
A live demonstration of the upgraded AEBAS platform — featuring facial authentication via mobile app and Aadhaar-enabled biometric devices at entry gates — was presented before all Secretaries in the presence of Chief Secretary Vikas Sheel.
Mandatory Rollout Timeline
The Chief Secretary directed that AEBAS be extended beyond the Mantralaya, with all Directorates required to implement the system starting 1 January 2026. He emphasized strict adherence, stating that punctuality and accountability are non-negotiable within government operations.
Two Attendance Options for All Employees
Under the new attendance protocol, every employee must mark IN and OUT attendance daily through one of two methods:
1. Facial Authentication via Mobile Application
Employees may use Aadhaar-based facial verification on their smartphones. This mobile attendance system ensures convenience without compromising biometric security.
2. Aadhaar-Enabled Biometric Devices at Entry Points
Wall-mounted thumb-based biometric machines have been installed at all key entrances of the Mantralaya buildings for employees preferring physical attendance marking.
Both methods will run simultaneously to offer flexibility and ensure smooth adoption.
Implementation Preparedness
The General Administration Department (GAD) has deployed biometric devices at all designated gates and trained nodal officers to oversee the rollout. Employees have been instructed to verify and update their Aadhaar details and service records on the attendance portal to avoid disruptions.
Officials reiterated that lapses, negligence, or non-compliance with attendance rules will be taken seriously.

The introduction of AEBAS is being hailed as a landmark shift toward modernized administrative processes in Chhattisgarh. By leveraging digital authentication and real-time attendance monitoring, the system aims to:

The state government believes this reform will significantly improve public service delivery while reinforcing workplace discipline.

Chief Minister Vishnu Deo Sai welcomed the decision, calling AEBAS a transformative step for governance:
“The rollout of the Aadhaar-based Biometric Attendance System across Mahanadi and Indravati Bhawan is a crucial step toward improved transparency and punctuality. With mandatory implementation from 1 December in the Mantralaya and from 1 January in all Directorates, I expect full compliance from all officers and employees. This is a move toward a modern, accountable, and technology-driven governance framework.”
