The Chhattisgarh Cabinet has approved the creation of the State Capital Region Authority (SCRA) to oversee the integrated planning, regulation, and execution of development initiatives across the Raipur Metropolitan Region. The authority will be tasked with long-term sustainable urbanisation by coordinating land use, infrastructure, public utilities, and regional connectivity.
The decision draws inspiration from Uttar Pradesh’s successful model of a Capital Region Development Authority and aims to bring similar coherence and efficiency to Chhattisgarh’s urban growth. The new SCRA will bring together departments such as urban planning, housing, finance, transport, water resources, and environment under a multi-departmental board. Operational execution will be managed by a Chief Executive Officer supported by an executive committee to ensure seamless inter-agency coordination and timely implementation.
Nava Raipur’s Success Inspires Scaled Regional Planning
A key motivator for the formation of the SCRA is the success of Nava Raipur (Atal Nagar), which stands out as India’s first debt-free planned city. Developed as a greenfield administrative capital, Nava Raipur cleared loans worth Rs. 1,788 crore and established itself as a financially self-sustaining urban entity. Its performance has opened doors for fresh public-private investments, smart infrastructure, and technological advancement.
The new authority is expected to build on this success by supervising arterial road networks, public transport systems, water and electricity distribution, and coordinated housing development across the capital region. Officials noted that fragmented functioning of current development bodies had led to jurisdictional overlaps and delays—issues the SCRA aims to resolve.
Boost to Development Amid Security Gains in Bastar
The announcement aligns with Chhattisgarh’s broader push for integrated development across the state. In regions like Bastar, long affected by left-wing extremism, the government’s blend of security operations and welfare schemes has led to 1,355 Maoists surrendering in recent weeks. This has enabled the rapid rollout of infrastructure, school openings, electricity expansion, and employment schemes.
Part of Chhattisgarh’s Rs. 75 Lakh Crore Economy Vision
The formation of the SCRA ties into Chief Minister Mr. Vishnu Deo Sai’s long-term economic roadmap, unveiled during a recent NITI Aayog meeting. As part of the 3T model — Technology, Transparency, and Transformation, the government aims to double Chhattisgarh’s GDP in five years and reach an economy size of Rs. 75 lakh crore by 2047.
Focus areas under this plan include infrastructure, education, mining, healthcare, green energy, and IT. Notably, Nava Raipur is set to host India’s first lithium block auction, a major leap in the clean energy supply chain. Plans are also in place for a semiconductor manufacturing unit and an AI-powered data centre, which could cement the region’s place as a national innovation hub.

The SCRA is a strategic step toward coordinated and future-ready urbanisation. With Raipur’s population and economic activity growing rapidly, the government’s intent is to ensure that development happens through unified planning, efficient governance, and targeted investment—not in isolated or unregulated silos.
The formation of the State Capital Region Authority marks a major milestone in Chhattisgarh’s journey toward becoming a modern, self-reliant, and innovation-driven economy.
