In a significant move, the Uttarakhand Cabinet, chaired by CM Pushkar Singh Dhami, approved a series of major policy decisions on Wednesday. Among the 26 proposals cleared, the most notable include the introduction of job reservations for former Agniveers and stricter penalties for forced religious conversions through an amendment to the state’s anti-conversion law.
Reservation for Former Agniveers in Government Jobs
The Cabinet approved the ‘Agniveer Horizontal Reservation Rules 2025’, which will provide up to 19 percent horizontal reservation in government jobs for Agniveers who complete their service by 2026. This reservation will be applicable to direct recruitment in Group ‘C’ posts in state-run services.
Departments set to benefit from this decision include those employing platoon commanders, police constables, firemen, and second officers, among others. The move is aimed at supporting Agniveers’ reintegration into civil life after their military service under the Agnipath scheme.
Stricter Anti-Conversion Law Passed
Another major decision was the approval of the Uttarakhand Freedom of Religion (Amendment) Bill-2025, which introduces life imprisonment and heavy fines for those found guilty of illegal religious conversions. The bill aims to curb conversions carried out through force, fraud, or inducement, and includes digital misinformation under the definition of coercion.
Provisions include:
- 10 years of imprisonment for general violations
- 5 to 14 years of imprisonment for sensitive cases
- Up to 20 years of imprisonment and financial penalties for serious offences
The bill also includes new provisions for ensuring the safety and protection of victims of forced religious conversion.
Compensation for Lakhwar Hydroelectric Project Affected Persons
In a significant development related to infrastructure, the Cabinet approved compensation for families affected by the Lakhwar Hydroelectric Project. Compensation will now be provided based on the Nainbagh circle rate, offering fair and enhanced remuneration to displaced residents.
A Total of 26 Proposals Approved
These key decisions were part of a broader Cabinet meeting during which a total of 26 proposals were passed, covering areas such as law enforcement, infrastructure, energy, and social welfare.
Chief Minister Mr. Dhami described the decisions as “progressive steps towards maintaining social harmony, honouring national service, and ensuring equitable development for all sections of society.” The bills and policies will be tabled in the upcoming legislative session for final approval and implementation.
