New Delhi: Coal India Limited (CIL), the world’s largest coal producer, has invited Expressions of Interest (EoI) from leading EPC players to develop 2,000 MW of wind power capacity across India. The deadline for submissions is September 16, 2025.
Expanding Renewable Energy Footprint
CIL plans to establish wind projects in states with strong wind resources and existing or planned transmission infrastructure. Tentative project locations include Andhra Pradesh, Tamil Nadu, Karnataka, Rajasthan, and Madhya Pradesh.
The company will execute the projects in phases, beginning with 1,500–2,000 MW. With this, CIL aims to accelerate its renewable expansion towards a 9.5 GW target by 2030. Nearly 3 GW of solar and 2 GW of wind projects are already in progress, with the first capacities expected to come online within this financial year. The PSU is also exploring storage-linked renewable projects, following its initial 150 MWh storage venture.
Scope of Work
The tender outlines a comprehensive scope for EPC players, including:
- Detailed design, engineering, micro-siting, and manufacturing.
- Supply, erection, testing, commissioning, and performance validation of wind farms.
- Setting up 33 kV internal evacuation lines, pooling substations, unit substations, Wind Turbine Generators (WTGs), and SCADA systems.
Flexible Bidding Norms
Coal India has permitted WTGs of any size, from 1 MW upwards, provided they are RLMM listed. Applicants may bid for capacities between 100 MW and 2,000 MW, with a minimum EPC package share of 35%.
As per government regulations, successful bidders must ensure the transfer of title/lease deed to Coal India for a minimum of 30 years, including related infrastructure development.
