A recent property disclosure report submitted to the Ministry of Home Affairs has revealed major disparities in the assets of Indian Police Service (IPS) officers in Madhya Pradesh. While several officers own crores worth of property, some Superintendents of Police (SPs) have declared owning no assets at all. Special DG Varun Kapoor has emerged as the richest IPS officer in the state, declaring property worth Rs 10.51 crore. In comparison, the state’s top cop, Director General of Police (DGP) Kailash Makwana, owns property worth just Rs 1.11 crore—a plot and house in Bhopal.
The data, updated as of December 31, 2024, shows that out of 319 sanctioned IPS posts in Madhya Pradesh, 48 are vacant. Of the 271 serving officers, 198 have submitted their immovable property details. However, 73 of these filled the format without actually listing their assets. This incomplete disclosure raises questions about transparency in the force.
Wealthy Officers and Asset Disclosures
Apart from Kapoor, DG Upendra Kumar Jain owns property worth Rs 8.39 crore. DIG Kumar Saurabh, posted in the Chambal range, has assets worth Rs 7.15 crore—surpassing even Special DG Ajay Kumar Sharma’s Rs 6.15 crore, which includes flats and agricultural land in Delhi and Bhopal. ADG Jaydeep Prasad, who was removed from Lokayukta, reported assets of Rs 5 crore. Among district-level officers, Mauganj SP Dilip Soni leads with Rs 4 crore in assets across Bhopal, Indore, and Narmadapuram.
No Property, No Data
Interestingly, IGs from three major ranges—Sagar’s Pramod Verma, Jabalpur’s Acting IG Sachin Atulkar, and Rewa’s Gaurav Rajput—have declared that they own no immovable property. Out of 55 districts in the state, SPs from only 30 districts have uploaded their property details to the government website. Among them, 13 SPs reported owning no property, and 25 SPs have not uploaded their details at all.
