New Delhi: In a disturbing development from the heart of the Central Secretariat, it has now been confirmed that Section Officer Deepak Khoda attempted suicide by jumping from the 7th floor of Shastri Bhawan in New Delhi due to alleged workplace harassment. The 2015 batch Central Secretariat Service (CSS) officer, currently posted in the Ministry of Social Justice and Empowerment, survived the fall under miraculous circumstances and is now stable.
Indian Masterminds has exclusively obtained his official written complaint, submitted from his hospital bed, where he names senior officials and details months of workplace harassment that allegedly drove him to the brink.
Shocking Revelation in Written Statement from Hospital
Following the incident, Mr Khoda was rushed to Ram Manohar Lohia (RML) Hospital, where doctors confirmed he sustained a fractured hand, and scans are underway to rule out internal injuries.
In a written statement to the police, Mr Khoda made serious allegations against Karaline Khongwal Deshmukh, a senior official in the ministry, and Deputy Secretary Narendra Singh. He accused them of mentally harassing him over the past six months and claimed he had been threatened with strict action just a day before the incident.
“I was under deep stress. On Sunday, they threatened me again. I was speaking to my wife over the phone while walking on the 7th floor. She was trying to console me, but I was so disturbed and unable to comprehend anything that I jumped off the building,” the statement reads.
Miraculously, Mr Khoda’s fall was cushioned by a tempo carrying water bottles, likely saving his life.

Monkey Theory Debunked as False
Earlier, conflicting reports had emerged claiming that Mr. Khoda’s fall was the result of a monkey scare, suggesting he accidentally lost balance while trying to escape the animal. However, police and medical authorities have now officially ruled out this version, confirming it was a deliberate suicide attempt.
Calls for Systemic Reform and Mental Health Safeguards
The incident has sent shockwaves through the corridors of power in Delhi. Senior bureaucrats and officials across ministries have expressed concern over the mental health crisis facing government employees under prolonged stress.
