New Delhi: The National Conference on ‘DigiLocker – Enabling Paperless Access for All’ convened this week at Bharat Mandapam, New Delhi, bringing together senior government officials, technology and finance leaders, educators, and digital governance experts. Organised by the National e-Governance Division (NeGD), Ministry of Electronics & IT (MeitY), the conference highlighted DigiLocker’s transformative role in enabling secure, paperless governance, inclusive education, and efficient digital services, reinforcing India’s Digital Trust Revolution.
DigiLocker: The Trust Layer of Digital Governance
Chairing the event, Mr. S. Krishnan, Secretary, MeitY, said, “DigiLocker serves as the trust layer connecting citizens, ministries, and departments—enabling secure, interoperable, and accountable digital governance. Our vision is a future where every digital interaction is trusted, every citizen empowered, and every institution accountable.”
Mr. Abhishek Singh, Additional Secretary, MeitY, described DigiLocker as central to India’s ‘Digital Trust Revolution,’ emphasizing future integration of AI-based eKYC and global credential verification. Mr. Nand Kumarum, President & CEO of NeGD, elaborated on DigiLocker’s evolution from a secure document storage platform to a key pillar of Digital India, allowing citizens to access, verify, and share IDs, certificates, and financial credentials safely.
States Recognised as DigiLocker Accelerators
Seven states were felicitated for exemplary DigiLocker adoption:
- Assam – Integration Excellence for large-scale implementation across services.
- Himachal Pradesh & Madhya Pradesh – People First Integration for creating citizen-centric digital initiatives.
- Meghalaya – Dual Platform Achiever for integrating DigiLocker and EntityLocker platforms.
- Kerala – Innovation award for pioneering paperless governance.
- Maharashtra – Fast Track Integration for rapid DigiLocker rollout.
- Mizoram – Requestor Accelerator for highest number of Requestor Model integrations.
Showcasing Impact Across Governance, Education, and FinTech
Government & Education:
Presentations covered integration with pension and treasury systems, certifikateless governance programmes, and secure sharing of educational documents. Experts from IIT Madras, IIIT Delhi, TCS iON, and ICFAI University discussed expanding the issuer ecosystem and ensuring tamper-proof sharing of academic credentials.
FinTech & Value-Added Services:
Leaders from HDFC Bank, ICICI Bank, Kotak Mahindra Bank, Edelweiss Mutual Fund, and DIGIO highlighted DigiLocker’s adoption in banking, electronic bank guarantees, visa processing, and end-to-end digital onboarding solutions.
A Milestone in Digital Public Infrastructure
The conference reaffirmed DigiLocker’s role as a cornerstone of India’s digital public infrastructure. Beyond technology, DigiLocker is now a catalyst for trust, transparency, and innovation in governance, education, and financial services. As Mr. Krishnan noted, DigiLocker exemplifies a future-ready, citizen-centric, and accountable digital governance ecosystem.
