New Delhi: The Department of Personnel and Training (DoPT) issued notifications on Tuesday regarding the premature repatriation of two central government officers and key empanelment announcements, marking significant administrative developments in the Indian bureaucracy.
Divya Alathur Bharathan Prematurely Repatriated to Parent Cadre
In a major administrative move, Divya Alathur Bharathan, a 2008-batch officer of the Indian Posts & Telecommunications Accounts and Finance Service (IP&TA&FS), has been prematurely repatriated to her parent cadre from her central deputation.
According to an order issued by the DoPT on February 9, 2026, the repatriation was approved to enable her to avail the benefits of promotion in her parent cadre.
Previous Posting:
Divya Alathur Bharathan was serving as Director in the Department of Pension & Pensioners’ Welfare, having been appointed to this role in November 2024.
Career Highlights:
Department of Expenditure: Served as Director (post upgraded in 2022) and earlier as Deputy Secretary from January 2020 under the Central Staffing Scheme.
Department of Telecommunications (DoT): Prior postings included significant roles in accounts and finance management.
Throughout her tenure, Bharathan has specialized in fiscal management, policy implementation, and financial administration, particularly in the telecommunications and postal sectors. Her repatriation is seen as a strategic move to align her promotion prospects with her parent cadre.
Mrinal Kumar Das Repatriated to Parent Cadre
Simultaneously, Mrinal Kumar Das, a 2007-batch officer of the Indian Revenue Service (Income Tax), has also been prematurely repatriated to his parent cadre.
Previous Posting: Das was serving as Director in the Department of Consumer Affairs, New Delhi, having been appointed in June 2024. His central deputation tenure was under the Central Staffing Scheme and was set for five years or until further orders.

It is important to note that he is distinct from the well-known trade unionist and political figure Mrinal Das from West Bengal.
Other Key Appointment Notifications
In addition to these repatriations, the DoPT issued other notable administrative updates:
Pradeep Singh (IoFS: 2005, Gujarat cadre) has been empanelled for holding the posts of Joint Secretary or equivalent at the Centre.
These appointments reflect ongoing efforts to streamline leadership roles in central government departments and ensure career progression for senior officers.
Significance of These Moves
The repatriations and empanelments highlight:
- Career Progression Management: Officers are being repatriated strategically to their parent cadres to ensure timely promotions.
- Strengthening Central Departments: Empanelment for key posts ensures that experienced officers occupy critical positions in central ministries.
- Alignment with Policy Frameworks: These decisions align with the DoPT’s broader mandate to manage central deputation policies, career progression, and cadre integration.
Conclusion
The DoPT’s latest notifications signal a focused approach toward bureaucratic efficiency and structured career management, impacting officers from the IRS and IP&TA&FS. Divya Alathur Bharathan’s repatriation and Mrinal Kumar Das’s return to the parent cadre reflect broader trends in strategic administrative postings and promotion-linked transfers within the Indian bureaucracy.
