DoPT Revises Ceiling Policy: Centre Enhances Central Deputation Allowance for AIS, Group A Officers Under Central Staffing Scheme

New Delhi: The Central Government has revised the Central Secretariat (Deputation on Tenure) Allowance (CDTA) for officers of the All India Services (AIS) and Organised Group A Central Services, according to a fresh order issued by the Department of Personnel and Training (DoPT).

The CDTA is applicable to officers appointed as Under Secretary, Deputy Secretary, and Director in the Central Secretariat under the Central Staffing Scheme.

Key Change: Ceiling Tied to DA Hike
Currently, the allowance is 10% of the officer’s basic pay, subject to a ceiling of ₹9,000 per month. As per the new decision, the allowance ceiling will now automatically increase by 25% every time the Dearness Allowance (DA) rises by 50%.

“In consideration of references received from various ministries/departments and after due consultation with the Department of Expenditure, it has been decided that the ceiling will further rise by 25 per cent each time Dearness Allowance increases by 50 per cent,” the DoPT stated in its official memorandum.

On central deputation as-

  • Under Secretary
  • Deputy Secretary
  • Director

Under the Central Staffing Scheme in the Central Secretariat.

About DoPT Ceiling Policy

The DoPT Ceiling Policy in India, implemented after the 7th Central Pay Commission, regulates office expenditure on hospitality following the abolition of Sumptuary and Entertainment Allowances from June 30, 2017. The Ministry of Finance prescribed monthly ceilings for different officials – ranging from ₹4,500 for counsellors to ₹45,000 for the Chief Justice of India. These expenses are now categorized under “Office Expenditure” to ensure transparency. The policy applies to various government departments and training institutes and took effect from October 24, 2017, ensuring standardized and accountable use of public funds.
