Kolkata: In a major move to strengthen energy security and boost regional growth, the Damodar Valley Corporation (DVC) signed a Memorandum of Understanding (MoU) with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL), Government of Odisha. The agreement was formalized on the sidelines of the Odisha Investment Meet held on January 16-17, 2026, in the presence of the Hon’ble Chief Minister of Odisha, Mr. Mohan Charan Majhi.
Strategic Development of Mandakini-B Coal Mine
Under the MoU, DVC and IPICOL will collaborate to fast-track the development of the Mandakini-B coal mine located in the Angul district of Odisha. DVC had secured the mining rights for this coal block in the 13th tranche of coal mine auctions conducted by the central government.
The development of the Mandakini-B coal block is expected to:
- Strengthen fuel security for DVC’s power generation units.
- Support self-reliance in power production by ensuring a dedicated coal supply.
- Promote regional economic growth in Odisha through mining operations and related infrastructure.
- Align with India’s long-term vision of Viksit Bharat @2047 by contributing to sustainable industrial and energy development.
Accelerating Clearances and Operationalization
The MoU outlines a framework for coordinated action between DVC and state authorities to streamline approvals, clearances, and operational processes. This partnership will help reduce procedural delays, ensuring a smoother transition from coal allocation to production. The collaboration is expected to create employment opportunities in the region and attract ancillary investments in logistics, transportation, and infrastructure development.

The Mandakini-B coal block project is poised to play a key role in strengthening Odisha’s industrial landscape and DVC’s power generation capabilities. By securing a consistent coal supply, DVC aims to maintain uninterrupted electricity generation for its power grid while supporting regional socio-economic development in Angul and surrounding districts.
