Indian Masterminds Stories

Patna: Senior Indian Administrative Service (IAS) officer Dr. S Siddharth, currently serving as Additional Chief Secretary in the Bihar Education Department, has applied for voluntary retirement (VRS) from his post. The application, submitted on July 17, is currently pending approval from Bihar Chief Minister Nitish Kumar.

While the officer has denied reports of his resignation, speculation is rife that Dr. Siddharth may be preparing to enter politics, given his long-standing administrative career and recent public visibility.

A Distinguished Bureaucrat with a Multi-Faceted Legacy

A 1991-batch IAS officer of the Bihar cadre, Dr. S Siddharth hails from Tamil Nadu and holds an illustrious academic background. He earned a PhD in Information Technology from IIT Delhi, a B.Tech in Computer Science from the same institute (1987), and an MBA from IIM Ahmedabad (1989).

Over his 29-year career, he has served in various important administrative positions, including:

  • District Magistrate of Muzaffarpur, Aurangabad, Bhojpur, and Lohardaga
  • Director, Ministry of Heavy Industries, Government of India
  • Principal Secretary to Bihar CM Nitish Kumar
  • Additional Chief Secretary, Department of Finance

Currently, he plays a pivotal role in steering Bihar’s education policy as Additional Chief Secretary, Education Department.

Innovator and Reformer in Education

Dr. Siddharth is widely respected for his forward-looking vision and digitization initiatives in Bihar’s education sector. He has emphasized data-driven governance, integration of technology in classrooms, and structural improvements aimed at reviving Bihar’s status as a historic hub of learning.

“My work aligns with global trends,” Siddharth has said. “Digitization is inevitable, and our education system must adapt to stay relevant.”

His work is not just administrative — it is visionary, setting benchmarks for other Indian states to follow.

A Man of Many Talents

Dr. S Siddharth is not your conventional bureaucrat. He is a trained pilot, who learned to fly during the COVID-19 pandemic in 2020–21. He is also an accomplished wildlife photographer, painter, cartoonist, and poet.

Known for his intellectual depth, creativity, and grounded leadership, Siddharth balances bureaucratic rigor with artistic pursuits — a rare combination in public service.

His administrative experience and public image could make him a valuable asset to any political platform.

However, Siddharth has neither confirmed nor denied such speculation, keeping the public and media in suspense.
