Engineers India Limited (EIL), the Navratna engineering consultancy under the Ministry of Petroleum & Natural Gas, Government of India, has signed a Memorandum of Understanding (MoU) with Nigeria’s Dangote Group for the development of the Second Train of Africa’s biggest refinery. The agreement marks yet another milestone in the long-standing partnership between the two entities, strengthening India’s global footprint in the energy infrastructure sector.

The Dangote Group West Africa’s largest industrial powerhouse helmed from Lagos operates across 17 African countries with diversified interests in oil & gas, petrochemicals, cement, fertilizers, and food industries. Its flagship 650,000 barrels-per-day (bpd) refinery and petrochemical complex in the Lekki Free Zone is one of the world’s largest single-train refineries.
A Landmark Collaboration That Shaped Africa’s Energy Map
EIL served as the Project Management Consultant (PMC) and EPCM Consultant for the first train of the Dangote Refinery, commissioned in 2024. The refinery is widely regarded as a transformative asset for Africa, significantly reducing reliance on imported petroleum products and positioning Nigeria as a major refining hub.
The successful execution of this mega project underscored EIL’s capability to deliver within demanding timelines and complex engineering environments, earning the trust and confidence of the Dangote leadership.
Massive Expansion Planned by 2028
Building on the refinery’s success, Dangote has unveiled plans to expand its processing capacity from 650,000 bpd to a staggering 1.4 million bpd. The expansion will include the installation of a Propane Dehydrogenation (PDH) unit, which will boost polypropylene production from the current 830,000 TPA to an impressive 2.4 million TPA.
The expansion is expected to bolster Nigeria’s refining strength, reduce crude export dependency, and position the country as a major exporter of high-quality petrochemical products.
EIL Signs MoU for Second Train Project
The newly signed MoU cements EIL’s role as PMC and EPCM Consultant for Dangote’s Second Train. Once completed, the expanded facility will become the world’s largest petroleum refinery at a single location, further consolidating Africa’s position in the global energy value chain.
