Indian engineering major to lead project management and execution for the mega expansion of Nigeria’s landmark refinery complex
Indian Masterminds Stories

Engineers India Limited (EIL), the Navratna engineering consultancy under the Ministry of Petroleum & Natural Gas, Government of India, has signed a Memorandum of Understanding (MoU) with Nigeria’s Dangote Group for the development of the Second Train of Africa’s biggest refinery. The agreement marks yet another milestone in the long-standing partnership between the two entities, strengthening India’s global footprint in the energy infrastructure sector.

EIL’s Global Engineering Expertise Recognised

EIL has built a formidable reputation as a leading engineering consultancy, delivering end-to-end solutions across oil & gas, refining, petrochemicals, fertilizers, metallurgy, infrastructure, and renewable energy. The company has been a key partner in executing complex global energy assets, and its association with the Dangote Group stands among its most prestigious international engagements.

The Dangote Group West Africa’s largest industrial powerhouse helmed from Lagos operates across 17 African countries with diversified interests in oil & gas, petrochemicals, cement, fertilizers, and food industries. Its flagship 650,000 barrels-per-day (bpd) refinery and petrochemical complex in the Lekki Free Zone is one of the world’s largest single-train refineries.

A Landmark Collaboration That Shaped Africa’s Energy Map

EIL served as the Project Management Consultant (PMC) and EPCM Consultant for the first train of the Dangote Refinery, commissioned in 2024. The refinery is widely regarded as a transformative asset for Africa, significantly reducing reliance on imported petroleum products and positioning Nigeria as a major refining hub.

The successful execution of this mega project underscored EIL’s capability to deliver within demanding timelines and complex engineering environments, earning the trust and confidence of the Dangote leadership.

Massive Expansion Planned by 2028

Building on the refinery’s success, Dangote has unveiled plans to expand its processing capacity from 650,000 bpd to a staggering 1.4 million bpd. The expansion will include the installation of a Propane Dehydrogenation (PDH) unit, which will boost polypropylene production from the current 830,000 TPA to an impressive 2.4 million TPA.

The expansion is expected to bolster Nigeria’s refining strength, reduce crude export dependency, and position the country as a major exporter of high-quality petrochemical products.

EIL Signs MoU for Second Train Project

The newly signed MoU cements EIL’s role as PMC and EPCM Consultant for Dangote’s Second Train. Once completed, the expanded facility will become the world’s largest petroleum refinery at a single location, further consolidating Africa’s position in the global energy value chain.

Leadership Speaks: Confidence and Collaboration

Aliko Dangote, President, Dangote Petroleum Refinery and Petrochemicals FZE, expressed strong confidence in EIL’s expertise:

“Dangote reaffirms its confidence in Engineers India Limited (EIL). We deeply appreciate the exemplary manner in which EIL executed the First Train of our refinery complex. Their professionalism, engineering depth, and project management excellence have been outstanding. The signing of this MoU for the Second Train is a clear testimony to EIL’s sustained brilliance and our trust in their capabilities. With the completion of the Second Train, the Dangote Refinery will emerge as the world’s largest refining complex.”

EIL’s Chairperson & Managing Director Vartika Shukla highlighted the importance of this partnership:

This MoU is a strong affirmation of the trust reposed in EIL’s capabilities to deliver projects of exceptional scale and complexity. As we move into this next phase, EIL will bring its decades of experience, multidisciplinary strengths, and global execution model to support Dangote in creating one of the world’s most advanced and fully integrated refinery, petrochemical and fertilizer complexes. The proposed expansion to 1.4 million barrels per day is a project of global significance and will stand among the largest refinery complexes at a single location.”

A Strategic Win for India’s Engineering Leadership

The MoU marks a strategic achievement for India’s engineering capabilities on the global stage. As EIL takes on the next phase of Africa’s most ambitious refinery expansion, the collaboration is set to deepen India–Africa industrial ties while reinforcing India’s stature in delivering world-class energy infrastructure. This development underscores India’s expanding influence in global energy engineering and the rising trust in Indian technical expertise worldwide.
