The European Council, representing all 27 member states of the European Union, has formally endorsed a fresh “New Strategic EU-India Agenda” aimed at deepening the partnership between Europe and India across trade, technology, connectivity, security and global governance.
According to the council’s press release, the move marks a pivotal moment — a recognition that India is now a key strategic partner for Europe in a shifting global landscape.
What Was Approved: Key Pillars of the India EU strategic agenda
Comprehensive Roadmap: The Council endorsed the Joint Communication prepared by the European Commission and the High Representative, formally giving shape to the “New EU-India Strategic Agenda”.
Core Focus Areas: The agenda lists prosperity & sustainability, technology & innovation, connectivity, global governance, and defence & security as major pillars.
Trade & FTA Push: Both sides reaffirm their commitment to finalising a balanced, ambitious and mutually beneficial Free Trade Agreement (FTA) by the end of the year — aimed at removing trade barriers, enhancing market access and embedding sustainable development.
Defence & Security Link-up: The Council noted the intention to proceed towards a formal Security & Defence Partnership, including possible defence industrial cooperation where appropriate.
Global Order & Multilateralism: The agenda emphasises upholding the rules-based global order, the charter of the United Nations (UN) and integrity of the World Trade Organization (WTO) — stressing shared responsibility for global governance.
Why India EU strategic agenda Matters: Strategic & Economic Implications
A Geopolitical Shift: For India, this endorsement signals stronger recognition in Europe at a strategic level. For Europe, it reflects a tilt towards stronger ties with democratic, fast-growing economies amid global uncertainty.
Trade Boost & Investment Opportunity: The push for an FTA opens scope for enhanced Indian exports to Europe, deeper market access for European goods and services in India, and new investment flows on both sides.
Technology & Innovation Link: The agenda’s inclusion of tech, connectivity and innovation signals opportunities for cooperation in semiconductors, AI, clean energy, digital infrastructure and supply-chain resilience.
Defence & Security Collaboration: Closer cooperation in defence and security could mean joint exercises, technology transfers, industrial partnerships and strengthening of strategic resilience in the Indo-Pacific and beyond.
Sustainability & Climate Action: With sustainability a key pillar, the agenda offers a platform for Europe-India collaboration in green energy, climate resilient infrastructure, and sustainable urbanisation.

The respective institutions — the European Commission, the High Representative, and India’s government — have been tasked with implementing the agenda based on agreed-priorities.
Focus will now shift from formal approval to concrete actions: FTA negotiations, defence-industrial partnerships, tech collaborations, and connectivity projects.
Indian Perspective on India EU strategic agenda: Voice From Delhi
Indian Commerce & Industry Minister Piyush Goyal reiterated that the FTA negotiations are proceeding in a spirit of mutual respect, balance and reciprocity — underlining that the deal must be fair to both sides.
For India, this development is a timely boost ahead of Diwali and the upcoming Summit season — symbolically framed by Europe’s Ambassador to India, Hervé Delphin, as “news from Brussels coming with the Diwali spirit.”
