Bhubaneswar: In a major development in one of Odisha’s longest-running corruption sagas, a Special Vigilance Court in Bhubaneswar on Friday sentenced former IAS officer Vinod Kumar to three years’ rigorous imprisonment, marking his 12th conviction in cases tied to the Odisha Rural Housing & Development Corporation (ORHDC) corruption scam.
The court also convicted six other individuals, including former ORHDC officials and a private builder, for misusing government funds allocated for rural housing schemes.
Background of Odisha ORHDC Housing Scam
The Odisha Rural Housing & Development Corporation (ORHDC) was established to promote and finance affordable rural housing across Odisha and to act as a key driver for post-disaster reconstruction and welfare programs.

However, investigations revealed widespread misuse of these funds, particularly in the aftermath of natural disasters like the 1999 Super Cyclone. Funds meant for rebuilding homes for the poor were diverted through loans and contracts to private firms, often without proper verification or checks.
This latest conviction reinforces concerns over:
- Corruption and governance failures in public sector initiatives
- Delayed housing projects and loss of trust among rural beneficiaries
- Importance of stringent vigilance mechanisms in public welfare schemes
Key Observation of the Court in Odisha ORHDC Housing Scam
According to official vigilance statements and court orders, Vinod Kumar and his co-accused were found guilty of misappropriating ₹52.95 lakh (approximately US$64,000) of public funds meant for rural housing development.
The court found that:
- The accused abused their official positions to benefit a private builder, Sangram Keshari Sahoo, by creating fake and forged documents to divert funds.
- They were charged under key provisions of the Prevention of Corruption Act, 1988, and sections of the Indian Penal Code relating to criminal conspiracy, forgery, cheating, and use of forged documents.
- All seven convicts received three-year rigorous imprisonment sentences, along with fines imposed by the court.
This verdict underscores the vigilance department’s continued effort to hold public officials and collaborators accountable for corruption and financial misconduct.
Key Accused in the Odisha ORHDC Housing Scam
The court’s judgment identified the following individuals as guilty of participating in the fraud:
- Vinod Kumar – Former IAS officer and ex-Managing Director of ORHDC
- Swosti Ranjan Mohapatra – Former ORHDC Company Secretary
- Pradeep Kumar Rout – Former Accounts Officer
- Satya Prakash Behera – Former Junior Loan Officer
- Janendra Swain – Former System Analyst
- Umesh Chandra Swain – Former Recovery Assistant
- Sangram Keshari Sahoo – Proprietor, M/s Ecstasy Builders & Developers Pvt. Ltd.
These individuals were jointly convicted for their roles in orchestrating and facilitating the misuse of funds intended for Odisha’s rural poor.
Who is Ex-IAS Officer Vinod Kumar
Vinod Kumar is a former Indian Administrative Service (IAS) officer of the 1989 batch who served in senior positions in Odisha, including as Managing Director of the Odisha Rural Housing & Development Corporation (ORHDC).
He became one of the most controversial bureaucrats in the state after being implicated in multiple corruption cases linked to the ORHDC housing scam.
Prior to this latest sentence, he was dismissed from the IAS in 2022 after multiple corruption convictions and allegations linked to his tenure with ORHDC.
The state filed 27 vigilance cases against him, with 12 resulting in convictions so far.
Earlier convictions involved irregular and unauthorized sanctioning of ₹33.34 crore in housing funds after the devastating 1999 Super Cyclone that struck Odisha.
These repeated convictions have made the ORHDC case a symbol of systemic corruption in public housing schemes, highlighting long-standing failures in governance and accountability.
