Jaipur: In an astonishing breach of protocol and institutional security, Mona Bugalia, alias Mooli Devi, who masqueraded as a sub-inspector and trained for nearly two years at the Rajasthan Police Academy (RPA) without ever being selected, has finally been arrested by Shastri Nagar Police.
Mona, who styled herself on social media as ‘Lady Singham’, not only donned a police uniform and trained alongside real recruits, but also filmed viral reels with IPS and RPS officers, attended high-profile events, and entered the police academy through restricted gates without proper credentials.
Posing as SI, Trained With Officers and Gained VIP Access
The 2021 SI recruitment exam had seen Mona fail to qualify, but she soon adopted the fake identity of ‘Mooli Devi’ and managed to infiltrate RPA, where she began training without any verification. By cultivating friendly ties with officials, she reportedly gained access through special gates without an ID, raising serious questions about internal vetting mechanisms.
Reels with IPS Officers, VIP Darshans, and ADG Tennis Matches
Her audacity did not stop at training. Mona–
- Played tennis with a serving Additional Director General (ADG)
- Attended the wedding of a former DGP’s daughter
- Got VIP darshans at temples by posing as a police officer
- Went viral on social media, often uploading videos and reels in uniform alongside high-ranking officers
Drama Unfolds After Threat to Constable Reveals Truth
The web of lies started to unravel when Mona threatened a woman constable via WhatsApp, prompting a formal complaint. When the police checked records, they found that no candidate named Mooli Devi had ever been selected or inducted at RPA. Investigations quickly revealed her real identity as Mona Bugalia, a native of Didwana in Nagaur, Rajasthan.
Arrest Made After Two Years on the Run
After being tipped off, the police tracked Mona to Sikar, where she had been living under the guise of a student. A raid on her hideout led to her arrest. She was presented in court and has been placed under five-day police remand.
Uniforms, ₹7 Lakh in Cash Recovered
A subsequent raid on her Jaipur residence resulted in the recovery of–
- Three police uniforms, including those resembling that of a station in-charge
- Approximately ₹7 lakh in cash
- According to the police, Mona frequently changed her location to avoid arrest.
Fake Officer Under Investigation for Further Frauds
Mahendra Singh, the officer in charge at Shastri Nagar police station, stated that the investigation is now focused on–
- Whether Mona extorted or defrauded individuals using her fake identity
- Identifying any insiders or accomplices who may have helped her access RPA and move freely within police circles
Police Department Faces Tough Questions
This extraordinary case has triggered serious concerns about security lapses, verification failures, and the ease of impersonation within sensitive institutions like police academies. The fact that a civilian not only trained but mingled with top brass without being caught for two years is being termed a major embarrassment for Rajasthan Police.
