In a major political development, the Government of India announced the appointment of former Home Secretary Ajay Kumar Bhalla, a retired IAS officer of 1984 batch from Assam Meghalaya cadre, as the new Governor of Manipur. The decision comes at a crucial time for the state, which has been grappling with severe ethnic violence between the Kuki and Meitei communities since May 2023.
Bhalla takes over from Anusuiya Uikey, whose tenure has come to an end. The timing of his appointment is significant, given the unrest in the region, which has left the state with pressing challenges of law and order and inter-community peace-building. As Governor, Bhalla will now be tasked with navigating the complex political and social issues in a state that continues to face turmoil.
Ajay Kumar Bhalla, a seasoned administrator from Jalandhar, served as the Home Secretary of India for nearly five years, from August 2019 to August 2024. His tenure as the country’s top bureaucrat in the Ministry of Home Affairs saw him manage a series of high-stakes national issues, including the implementation of the abrogation of Jammu and Kashmir’s special status, the government’s response to protests against the Citizenship Amendment Act (CAA), and the management of the COVID-19 pandemic. Bhalla’s extensive experience in handling sensitive issues of national security and law and order is expected to aid him in addressing the unrest in Manipur.
This appointment also marks a wider reshuffle of governors across several states. Notably, Raghubar Das resigned as the Governor of Odisha, and Hari Babu Kambhampati, the former Governor of Mizoram, has now taken charge in Odisha. Meanwhile, former Bihar Governor Rajendra Vishwanath Arlekar has been appointed as the new Governor of Kerala, replacing Arif Mohammed Khan, who has been transferred to Bihar.
In addition to Bhalla’s appointment in Manipur, another significant change includes the appointment of former Army Chief and Union Minister Vijay Kumar Singh as the Governor of Mizoram. These changes reflect the government’s ongoing efforts to strengthen administrative leadership in states grappling with complex political dynamics.
Ajay Kumar Bhalla’s appointment comes at a time when Manipur’s stability is under scrutiny. His extensive experience in handling national security issues and inter-community tensions could provide the much-needed leadership to navigate the state’s current challenges. Bhalla’s leadership will be pivotal in ensuring peace and fostering reconciliation in a state torn by ethnic strife.
