Mr. Ajay Bhushan Pandey, former Chairman of the National Financial Reporting Authority (NFRA) and retired 1984-batch Maharashtra cadre IAS officer, has been appointed as Vice President (Investment Solutions) at the Asian Infrastructure Investment Bank (AIIB). His appointment comes in recognition of his instrumental role in driving major reforms in India’s finance, taxation, and digital governance sectors.

In his new role at the AIIB, Mr. Pandey will oversee three critical departments — the Sectors, Themes, and Finance Solutions Department; the Sustainability and Fiduciary Solutions Department; and the Portfolio Management Department — consolidating his position as a key figure in shaping infrastructure investment strategies at the multilateral development bank.
An alumnus of IIT Kanpur, Mr. Pandey holds a PhD in Computer Science from the University of Minnesota, USA. Throughout his bureaucratic career, he has held several high-profile positions including Finance Secretary, Revenue Secretary, Chairman of the Goods and Services Tax Network (GSTN), and Chief Executive Officer of the Unique Identification Authority of India (UIDAI).
As CEO of UIDAI, Mr. Pandey played a pivotal role in scaling up Aadhaar, India’s biometric-based identity platform. During his tenure as Finance Secretary, he was known for introducing landmark direct tax reforms, including the rollout of faceless assessment and appeal systems — aimed at increasing transparency and reducing bureaucratic red tape. His tenure saw a renewed push towards ease of doing business and efficient tax administration.
AIIB highlighted his extensive reformist track record in its announcement, underlining how his experience will be vital in aligning the bank’s investment goals with sustainable and innovative financing solutions.
With this appointment, Mr. Pandey adds another chapter to his distinguished career and is expected to contribute significantly to global infrastructure development and investment frameworks through his new role at AIIB.
