Patna: Bihar has opened a new chapter in its development journey with the launch of the Corporate Social Responsibility (CSR) Policy 2025, offering private companies a clear, transparent, and streamlined opportunity to invest in public welfare initiatives. The new policy is expected to transform the investment landscape in the state, aligning corporate interests with government priorities and developmental goals.
CSR Portal to Streamline Investment
At the heart of this policy is a dedicated CSR portal, which will soon be launched by Deputy Chief Minister and Finance Minister Samrat Chaudhary. Developed by the Finance Department, the portal aims to simplify the investment process by offering a centralized platform for company registration, project details, and priority sector information.
Principal Secretary of Finance Department Anand Kishore confirmed that the CSR Society, which will oversee all CSR-related activities, will function under the direct supervision of the Chief Secretary-led Governing Body and Executive Committee. This ensures high-level monitoring, accountability, and faster decision-making.
Why This Policy Was Needed
Until now, Bihar struggled to attract corporate CSR funding. Despite Rs 29,727 crore being spent under CSR across India in 2022–23, Bihar received only 1%, far below its deserving share of at least 10%. A major hurdle was the lack of a centralized, transparent platform for companies to explore and implement CSR initiatives in the state.
The new policy and the supporting portal aim to fill this gap by giving private players a structured gateway into Bihar’s development agenda.

Under this policy, 24,932 companies eligible to spend CSR funds will now have access to invest directly in:

- Healthcare
- Rural infrastructure
- Skill development
- Women empowerment

To kick off the initiative, the Bihar government is set to organize a high-profile CSR seminar in Patna, inviting leading Indian corporations. This seminar will serve as an engagement platform to showcase the investment potential of Bihar’s public welfare ecosystem and explain how companies can participate under the new CSR framework.
Empowering Women Through CSR
The policy will particularly focus on empowering Bihar’s women through CSR-funded programs. With 1.35 crore families already involved in the Jeevika project, further investments in education, skill development, and healthcare will elevate self-reliance among rural women. The ripple effect is expected to enhance both household-level prosperity and community development.
Development Through Infrastructure and Employment
