Lucknow/Agra: Serious allegations of disproportionate assets and corruption have emerged against Abdul Samad, a retired IAS officer who was one of the most powerful bureaucrats during the previous government in Uttar Pradesh. A formal case has been registered under sections of the Prevention of Corruption Act at the Vigilance Agra Sector police station.
Abdul Samad, who once held the influential post of Municipal Commissioner of Ghaziabad, is known for his close association with senior SP leader Azam Khan. Now retired and residing in Vrindavan Yojana Sector-11, Rae Bareli Road, Lucknow, he faces serious scrutiny from state vigilance authorities.
Vigilance Investigation Reveals Shocking Asset Discrepancy
The Vigilance Department began probing Abdul Samad in 2022, following orders from the UP government for an open inquiry. A detailed investigation, led by Vigilance Inspector Ravindra Kumar Dubey, uncovered that Samad amassed assets and incurred expenses worth over ₹5.59 crore, while his known income was only ₹2.62 crore during his tenure as Ghaziabad Municipal Commissioner.
This translates to excess expenditure of ₹2.97 crore, or 113% more than his legitimate income, a key indicator of suspected illicit earnings under the Prevention of Corruption Act.
Failure to Justify Assets Raises Suspicions
Despite being asked to provide documentation to account for the income-expenditure mismatch, Abdul Samad failed to offer satisfactory explanations, further deepening suspicions about the source of his wealth. Investigators suspect the extra income could have originated from illegal transactions or kickbacks during his bureaucratic tenure.
Undisclosed Properties in Multiple Cities Under Radar
According to sources, Abdul Samad is also believed to own undisclosed properties in Azamgarh, Jaunpur, and Lucknow. Though these properties are not yet included in the present FIR, authorities have indicated that further investigation into his entire asset portfolio is imminent.
Controversial Tenure in Ghaziabad
Samad’s tenure as Municipal Commissioner of Ghaziabad was marred by political controversy and frequent allegations of irregularities. In the BJP-ruled region, many of his decisions—especially regarding purchases of dustbins, street lights, and computers—were criticized as being arbitrary and lacking transparency.
There were repeated demands for accountability, but administrative protection and political backing seemingly shielded him at the time.
Previous Assembly Privilege Case Adds to Taint
This is not Abdul Samad’s first brush with controversy. In March 2023, he and five policemen were sentenced till midnight by the UP Assembly in a privilege breach case dating back to 2004, when he was posted as a CO in Kanpur (PPS). The case involved alleged misbehavior with MLA Salil Bishnoi.
Samad later apologized before the Assembly, and despite the controversy, he continued his ascent in service—moving from PPS to PCS, and eventually to the IAS cadre.
Formal FIR Filed After Government’s Approval
According to SP Vigilance Agra Sector, Alok Sharma, the detailed investigation report was submitted to the state government. After securing formal approval, a case was registered against Abdul Samad.
Now, the Vigilance Department is preparing to closely investigate the properties acquired, analyze sources of unexplained income, and trace money flow to determine the full extent of the alleged corruption.
Accountability Reaches Even the Influential
This case not only highlights the longstanding issue of bureaucratic corruption but also signals that retirement does not shield officials from accountability. The developments around Abdul Samad’s case are likely to ignite debates over political patronage, bureaucratic ethics, and transparency in public service.
