In a move aimed at bolstering the administrative capacity of the Election Commission of India (ECI), the Government of India has appointed two senior officers – Bidyarani Konthoujam (IRS) and Manoj C (IPS) – to the post of Director in the ECI, Delhi, under the Central Staffing Scheme.
These appointments were announced through an official order issued by the Department of Personnel and Training (DoPT) on Thursday, May 29, 2025.
Bidyarani Konthoujam Appointed Director, ECI
Bidyarani Konthoujam, a 2009 batch Indian Revenue Service (Customs & Indirect Taxes) officer, has been appointed as Director in the ECI. Her deputation to the post was recommended by the Department of Revenue.
She will serve in this capacity for five years from the date of assuming charge or until further orders, whichever is earlier. The DoPT has directed that she be relieved of her current responsibilities immediately to take up her new role.
Manoj C to Also Join ECI as Director
Manoj C, a 2011 batch Indian Police Service (IPS) officer from the AGMUT cadre, has also been appointed as Director in the ECI, Delhi. His central deputation was recommended by the Ministry of Home Affairs.
He will hold the position for five years or until further orders, and has been instructed to join his new assignment in Delhi without delay.
Appointments Part of Routine Administrative Strengthening
These postings are part of the routine central deputation process under the Central Staffing Scheme and are aimed at enhancing institutional capacity at the Election Commission of India, which plays a critical role in ensuring the integrity and transparency of electoral processes across the country.
