New Delhi: RBI NABARD cooperative banks safeguards are playing a key role in improving transparency, accountability, and financial stability in India’s cooperative banking sector. According to an official report, the Government of India, along with the Reserve Bank of India (RBI) and NABARD, has introduced multiple reforms to protect depositors and strengthen governance. 

Cooperative Banks Reform 2026: Stronger Legal Framework for Cooperative Banks

The government has amended key laws to improve governance and accountability.

  • The Banking Regulation Act now limits the tenure of directors in cooperative banks to 10 consecutive years.
  • The Multi-State Cooperative Societies (MSCS) Act, 2002 has been updated to introduce a Cooperative Ombudsman system.

To improve governance quality, new institutional mechanisms have been introduced:

  • A Cooperative Election Authority has been established.
  • It ensures free and fair elections in multi-state cooperative societies.

This step is important because governance issues and lack of accountability were major concerns in cooperative banks earlier.

RBI Tightens Fraud Monitoring and Risk Control

The RBI has issued a Master Direction on Fraud Management (2024) for cooperative banks.

Key highlights include:

  • Early warning systems for fraud detection
  • Strong accountability for staff and third parties
  • Clear reporting and investigation processes
  • Defined roles for internal and external auditors

These steps aim to reduce financial fraud and improve trust in the system.

Prompt Corrective Action (PCA) Framework

The RBI has extended its Prompt Corrective Action (PCA) framework to cooperative banks.

  • Banks facing financial stress must take timely corrective steps
  • The goal is to restore financial health and protect depositors

This ensures that weak banks are identified early and corrective action is taken before problems worsen.

NABARD’s Turnaround Plan (TAP)

NABARD has introduced a Turnaround Plan (TAP) for:

  • State Cooperative Banks (StCBs)
  • District Central Cooperative Banks (DCCBs)
