Union Minister of Rural Development and Panchayati Raj, Giriraj Singh, Launches Bhumi Samvaad VIII

Mr. Giriraj Singh, Minister of Rural Development and Panchayati Raj, inaugurated the two-day Bhumi Samvaad VIII: National Conference of State Revenue / Registration Secretaries and Inspector General of Registration (IGR) on “Sharing of Best Practices in Land Management Modernization” at Vigyan Bhavan in New Delhi. Mr. Faggan Singh Kulaste, Mr. Sadhvi Niranjan Jyoti, Mr. Kapil Moreshwar Patil, Secretary Ms. Nidhi Khare, and Joint Secretary Mr. Sonmoni Borah were also present at the event.

Mr. Giriraj Singh, while interacting with the officers from various State/UTs, emphasized that saturation of digitalization process of land records and registration will help mitigate the huge pendency of court cases involving land disputes and will further help in improving the raking of the country in terms of Ease of Doing Business. He also mentioned that digitalization of land records and registration is expected to improve the GDP of the country by about 1.5%.

Mr. Singh emphasized the importance of emerging technologies like Blockchain, CORS in the modernization of land management which will go a long way in achieving the objectives of the Government under Gatishakti. He highlighted the importance of new initiatives of the government namely, ULPIN (Bhu-Aadhaar), Transliteration of Land Records for providing land records in multiple languages to enhance ease of doing business, NGDRS for One Nation – One Registration. He also mentioned that the government will continue to support and encourage the States and recognizing their efforts by way of Bhumi Samman to better performing States and Districts, as done in the past.

Minister of State for Steel & Rural Development Mr. Faggan Singh Kulaste stated that all benefits of schemes should reach the citizens in the last mile with transparent governance as envisaged by the Prime Minister. He further stressed that digitalization process of land records and registration will help mitigate the huge pendency of court cases involving land disputes and will also help in ensuring the transparency in identifying the correct beneficiaries for providing right compensation for land acquisition by the government.

Minister of State for Consumer Affairs, Food and Public Distribution and Rural Development Sadhvi Niranjan Jyoti urged cooperation and support from states to have similar dialogues at the district level regularly to understand the issues faced by common farmers related to land and how to enhance their access to credit by digitalization of land records and reducing the land related disputes.

Minister of State for Panchayati Raj Shri Kapil Moreshwar Patil emphasized the importance of dialogue to arrive at solutions with a positive approach. He further highlighted that the modernization of land management will be a big contribution of this department in achieving the goal of Viksit Bharat.

Secretary, Department of Land Resources, Mr. Nidhi Khare stated that such National Conference on sharing of good practices is much needed to integrate the efforts and initiatives in second generation reforms related to land governance. She further emphasized that the deliberations in the two day conference will go a long way in assessing the impact and scalability of various relevant innovations and good practices to make them implementable at the national level.

Mr. Khare also elaborated that the two day conference will cover a number of themes relevant to good practices in modernization of land management including Land Records Digitization and its Impact on reduction in processes, time, cost, visits to offices, revenue court litigations and Ease of Living etc. in land related services; Bhu-Aadhar or ULPIN Generation – Best practices for generating and maintaining Bhu-Aadhar or ULPIN databases; Auto Mutation in Land Management- Advancements and Applications; Impact of digitisation of land records and computerisation of registration in reduction of litigation; Use of Digitisation of Land Records for Credit access; Innovative Technologies in Land Records and Property Registration and best practices in anytime, anywhere registration. The Conference would end with session on business ready framework of reforms in land management. Sharing of best practices in Land Management Modernization would bring out key actionable points that can be scaled up for bringing uniformity in transparency, efficiency and seamless delivery of services related to land to our citizens.

Joint Secretary Mr. Sonmoni Borah said that the work of digitalization of land records is nearing its saturation, except for the North-Eastern states, where also the work has started now. He emphasized that the objective of this two day National Conference is to share good practices in modernization of land management and deliberations will be held on how to make regulations more citizen centric public service more effective.

The two-day conference will bring together a diverse group of speakers and participants from various stakeholder groups, including Central as well as State/UT Governments and institutes. It will facilitate the exchange of knowledge and ideas, showcase innovations, share successful case studies, identify solutions, discuss future strategies, and provide mutual learning opportunities on various topics and potential use across sectors. State delegations consisting of Officers from Revenue and Registration Departments and IGR are participating in the conference along with representatives from key Central Ministries/Departments and other stakeholders.
