New Delhi: In a landmark welfare decision, the Government of India has extended the Old Pension Scheme (OPS) option to All India Services (AIS) officers – including IAS, IPS, and IFS – who are currently enrolled under the National Pension System (NPS), in cases of death or permanent disability. The move aims to bolster the social security net for public servants and provide financial protection to their families during life-altering personal tragedies.

A Major Policy Shift
Announced on May 9, 2025, the policy grants AIS officers the one-time option to shift to OPS in the event of a fatality or permanent disability. Officers currently under NPS can now exercise this choice by submitting Form 1 to their department heads. Form 2, which records family details, must also be filled and regularly updated.
The Ministry of Personnel, Public Grievances and Pensions clarified that the decision applies both prospectively and retrospectively, with current officers urged to file their option “as soon as possible.”
Automatic Coverage in Certain Cases
In a crucial provision, the notification states that if an AIS officer passes away or becomes permanently disabled without having exercised the option – and either within 15 years of service or within three years of the policy’s notification – OPS will apply by default, provided the family qualifies under existing pension rules. If no family member qualifies, NPS benefits will remain applicable.
Greater Security in High-Risk Roles
The move addresses longstanding concerns that NPS, being market-dependent, lacks the stable benefits and guaranteed cover provided by OPS. The reform is particularly significant for AIS officers who often work in high-risk environments such as conflict zones, disaster-affected areas, and remote regions.
Government sources described the decision as a “strong step toward enhancing the social safety net for public servants exposed to occupational hazards.” The measure is being hailed across bureaucratic circles as a much-needed reassurance for officers and their families.
