Gujarat Faces Shortage of IPS Officers as 21 Experienced Officers Sent on Deputation to Centre

Many of these officers, well-versed in the state’s law and order dynamics, have expressed dissatisfaction over being sent to the Centre for positions they consider to be below their capabilities.

Gujarat is grappling with a shortage of IPS officers, as 21 experienced officers have been sent on deputation to central agencies. This move has sparked concerns among many in the police and bureaucratic circles, with some arguing that the expertise of these officers is being underutilized in ordinary posts at the Centre.

Impact of Deputation on Gujarat’s Police Force

Reports indicate that Gujarat’s police force is facing a deficit in experienced leadership, with some of the state’s top IPS officers reassigned to central roles. Many of these officers, well-versed in the state’s law and order dynamics, have expressed dissatisfaction over being sent to the Centre for positions they consider to be below their capabilities. The deputation of these officers, they believe, is a loss to Gujarat, as their years of service and knowledge could have been used more effectively within the state.

Sources suggest that the BJP high command is utilising Gujarat’s IPS officers to strengthen its presence and influence over central agencies. However, some view this as a misallocation of talent, as these officers’ expertise, particularly in countering terrorism, handling major criminal operations, and dealing with Gujarat-specific issues, is not being maximized in their new roles at the Centre.

The Deputation Details:

Many officers have been sent to prestigious central agencies such as the Central Bureau of Investigation (CBI), Central Industrial Security Force (CISF), Border Security Force (BSF), and the intelligence and security divisions related to Jammu and Kashmir. While these roles are significant, critics argue that these officers’ capabilities are not fully being tapped in roles that may not utilize their specialized experience.

Notable Officers on Deputation:

  1. Dr. Samsher Singh (1991 Batch, Haryana) Dr. Singh, known for exposing a ₹300 crore checkpoint scam as the head of the Anti-Corruption Bureau (ACB), made significant contributions to the government by targeting corrupt IAS officers. His deep understanding of Gujarat’s law enforcement and administrative issues is now being overlooked in his new assignment at the Centre.
  2. Manoj Shashidhar (1994 Batch, Kerala) Shashidhar, who was deputed to the Centre in June 2023, had previously served in Gujarat, playing a crucial role in countering organized crime. His expertise in anti-terrorism operations made him an invaluable asset to Gujarat’s police force.
  3. Himanshu Shukla (2005 Batch, Madhya Pradesh) With a background in B Tech, Himanshu Shukla has been serving in India’s Research and Analysis Wing (RAW) since January 2022. He previously worked in Ahmedabad’s Crime Branch and Gujarat ATS, playing a key role in tackling terrorism and criminal syndicates in the region.
  4. Dipen Bhadran (2007 Batch, Kerala) Bhadran has been on central deputation since July 2024. He, too, had a critical role in Gujarat’s security operations, particularly in combating terrorism and organized crime.
  5. Shobha Bhutada (2008 Batch, Maharashtra) Bhutada, with a background in Political Science, has been serving as Deputy Director in the Intelligence Bureau since 2019. She was pivotal in the arrest and imprisonment of Asaram and Narayan Sai, contributing significantly to law enforcement in Gujarat.

The Concerns of Bureaucratic Circles

Bureaucratic insiders have raised concerns that Gujarat’s loss is the Centre’s gain. Officers like Shamsher Singh, Manoj Shashidhar, Himanshu Shukla, Dipen Bhadran, and others, with their deep knowledge of state-specific issues and their strong leadership in critical counter-terrorism operations, could have made a substantial impact on the state’s security. However, their talents are now being underused in central agencies where they may not have the same level of influence or impact.
