Ahmedabad: In a significant development concerning one of Gujarat’s most high-profile heritage initiatives, the state government has appointed retired IAS officer Dr I.P. Gautam as a member of both the Governing Council and Executive Council of the Gandhi Ashram Memorial and Precinct Development Project, replacing K. Kailashnathan, another veteran bureaucrat.
Mr Gautam will also succeed Kailashnathan on the Governing Council of the Gandhi Sabarmati Ashram Memorial Trust, further consolidating his role in the project that holds deep national and historical significance. The Rs 2,000-crore redevelopment initiative is personally monitored by Prime Minister Narendra Modi and is considered a legacy project under his leadership.
Proven Urban Administrator with Deep Roots in Ahmedabad
A 1986-batch Gujarat cadre IAS officer, Dr Gautam is widely regarded as a seasoned administrator with over 40 years of experience in public service. Known for his no-nonsense style and efficiency in delivering complex urban projects, Dr Gautam’s appointment is expected to bring robust execution capability to the final stages of the Ashram redevelopment.

Currently serving as the Chairman of the Sabarmati Riverfront Development Corporation Limited (SRFDCL) – a role he is slated to hold until 2027 – Dr Gautam previously served as Managing Director of Gujarat Metro Rail Corporation (2013–2019) and Principal Secretary of the Urban Development Department in the Gujarat government (2011–2013). From 2006 to 2011, he played a transformative role as Ahmedabad Municipal Commissioner, during which he significantly advanced the city’s urban infrastructure.
He also served as a Member of the Lokpal of India in Delhi for over four years, underlining his experience at the national level in institutional oversight and governance.
Academic Credentials and Policy Acumen
Dr Gautam holds multiple academic degrees, including a Master’s from Gorakhpur University, LL.B from Lucknow University (1980), and a Ph.D. from CEPT University, Ahmedabad (2017–18). His academic background, combined with extensive bureaucratic experience, positions him uniquely to guide both heritage preservation and modern infrastructural transformation at the Ashram site.
Continuity in Vision and Execution
K. Kailashnathan, a trusted aide to the Prime Minister, played a pivotal role in the early phases of the Ashram redevelopment, especially in ensuring smooth relocation for project-affected families. After being appointed Lieutenant Governor of Puducherry in July last year, he continued his involvement by retaining the chairmanship of the Ashram Trust and frequently visited Ahmedabad to monitor progress.
However, with execution entering a critical phase and Kailashnathan now occupied with gubernatorial responsibilities, the baton has been passed to Gautam, another seasoned and trusted officer aligned with the Centre’s vision.
A senior official involved in the redevelopment project commented, “Dr Gautam has unmatched experience in urban governance and project execution. His understanding of Ahmedabad’s landscape, coupled with his past achievements, makes him an ideal choice to take the project to its conclusion.”
Additional Appointments
The Gujarat government has also designated the Additional Chief Secretary or Principal Secretary of the Sports, Youth, and Cultural Activities Department as a member of both the Governing Council and Executive Council for the Ashram project, further reinforcing institutional oversight.
