Chief Minister Mr. Bhupendra Patel, while addressing the National Conference on Land Administration and Disaster Management in Gandhinagar, stated that Gujarat has become the country’s benchmark for growth and governance through its citizen-first approach. The event, held at the Mahatma Gandhi Convention Centre, brought together national-level stakeholders under one roof to discuss modernization and resilience in governance.
Joint Central-State Initiative for Modern Land Governance
The two-day conference was co-organised by the Gujarat government and the Ministry of Rural Development and Land Resources, along with the Gujarat State Disaster Management Authority. The gathering focused on promoting the objectives of the Digital India Land Records Modernisation Programme (DILRMP) while addressing emerging challenges in disaster management.
CM Attributes Gujarat’s Progress to Visionary Leadership
Mr. Patel credited Prime Minister Mr. Narendra Modi’s long-standing visionary leadership for Gujarat’s progress. “For the past 24 years, Gujarat has benefitted from Mr. Modi’s far-sighted policies, especially during his tenure as the Chief Minister when projects like e-Dhara revolutionised land record digitisation,” Mr. Patel noted.
Technology-Powered Land Services for Citizens
Mr. Patel elaborated on the successful implementation of iORA (Integrated Online Revenue Applications), which offers over 35 end-to-end land record services online. He also highlighted the Garvi 2.0 platform that ensures land document delivery at citizens’ doorsteps. Advanced technologies developed by institutions like BISAG, ISRO, and NIC are being utilised for satellite-based mapping of land parcels, enhancing accuracy and accessibility.
Towards a Zero-Casualty Disaster Response Framework
Speaking on disaster preparedness, Mr. Patel stressed the need for integrated land administration and disaster management. “While Gujarat has successfully implemented a zero-casualty approach in recent years, the increasing frequency of natural calamities calls for unified frameworks across departments,” he said.
National Dialogue on Digital Governance and Best Practices
The conference covered key themes such as modernising revenue laws, upgrading registration systems, resolving revenue court cases, urban land record creation, and capacity building for land administration professionals. Experience-sharing on disaster management strategies also formed a significant part of the agenda.
