Gandhinagar: Under the dynamic leadership of Chief Minister Mr. Bhupendra Patel, Gujarat has emerged as the top-performing state in the implementation of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) for July 2025, leading the way in the upliftment of Particularly Vulnerable Tribal Groups (PVTGs).
This recognition reflects the state’s holistic efforts to bridge longstanding developmental gaps for PVTG communities by providing basic facilities like housing, electricity, mobile connectivity, healthcare, education, and sustainable livelihoods.

Background of PM-JANMAN Mission
Launched on November 15, 2023—commemorated as Janjatiya Gaurav Divas—by Prime Minister Narendra Modi, PM-JANMAN aims at the socio-economic development of 75 PVTGs across 18 states and one Union Territory.
The mission envisions comprehensive development by ensuring access to:
- Housing
- Education
- Health services
- Safe drinking water
- Electricity
- Road and telecom connectivity
- Livelihood support
Gujarat, home to five PVTGs—Kathodi, Kotwalia, Padhar, Siddi, and Kolgha—has demonstrated exceptional commitment in implementing the scheme.
Gujarat’s Progress at a Glance
Housing and Infrastructure
- 12,489 houses sanctioned under PM Awas Yojana (Gramin)
- 17 roads approved for improved connectivity
- 100% coverage of 2,803 PVTG households needing piped water supply
- Electrification and Telecom Access
- 5,200 previously un-electrified households now have electricity
- 37 mobile towers installed, with 34 more in progress to improve connectivity in remote tribal areas

Healthcare and Education
- 22 Mobile Medical Units operational in tribal areas
- 67 Anganwadis approved to strengthen early childhood care and nutrition
- 13 new hostels sanctioned to support PVTG students
- Livelihood and Community Development
- 21 Van Dhan Vikas Kendras approved for value-addition of forest produce
- 39 multipurpose centres sanctioned for skill development, health camps, adult literacy, and community events
Multi-Ministry Collaboration
The successful implementation of PM-JANMAN is enabled by eight Central Government ministries working in tandem:

- Ministry of Jal Shakti
- Ministry of Health and Family Welfare
- Ministry of Education
- Ministry of Women and Child Development
- Ministry of Power

This coordinated effort ensures convergent and targeted delivery of essential services to PVTG populations.
Intensive IEC Campaign Spurs Awareness and Outreach
To raise awareness and improve scheme penetration, Gujarat initiated a state-wide Information, Education, and Communication (IEC) campaign, involving:
- 920 PM-JANMAN selfie points
- 473 wall paintings
- 1,446 hoardings/posters
- Distribution of 32,000+ pamphlets
During the campaign, the following citizen services were also delivered:
- 23,374 Aadhaar cards issued
- 12,229 Jan Dhan accounts opened
- 14,827 ration cards distributed
- 1,051 Kisan Credit Cards (KCCs) issued
- Over 1 lakh Ayushman Bharat cards distributed
- 466 women benefited under PM Matru Vandana Yojana
- 4,048 farmers received PM-KISAN benefits
These initiatives underline Gujarat’s commitment to inclusive governance and ensuring that no tribal family is left behind.
