Rafale Manufacturing in India? HAL Breaks Silence on Reports of Joint Production With Dassault Aviation

New Delhi: Hindustan Aeronautics Limited (HAL) has officially denied receiving any formal communication regarding joint production of Rafale fighter jets with France’s Dassault Aviation, countering recent media claims.

The Indian aerospace giant clarified it has not been informed by either the Ministry of Defence (MoD) or Dassault on its inclusion in manufacturing plans tied to India’s proposed procurement of 114 Rafale aircraft.

This development has sparked fresh debate about industrial roles under the country’s Make in India initiative in defence manufacturing.

Background of the HAL Joint Rafale Production Denial 

India’s Defence Acquisition Council (DAC), led by Defence Minister Rajnath Singh, recently approved an ambitious defence acquisition package — reportedly including the procurement of 114 Dassault Rafale fighter jets — worth approximately ₹3.6 lakh crore. The decision aligns with India’s aim to strengthen its air combat capabilities amid rising regional security challenges.

Earlier reports suggested that about 20 jets would be delivered in fly-away condition from France, with the remaining aircraft being manufactured in India through a collaboration between HAL and Dassault. This was seen as one of the largest defence contracts in Indian history and a flagship for domestic production under Make in India.

Official Clarification on HAL Joint Rafale Production Denial 

In a public clarification filed with Indian stock exchanges, HAL rejected media speculation that it had been formally selected or briefed on a joint production deal with Dassault.

Key points from HAL’s statement:

  • The company has not received any official communication from the Ministry of Defence or Dassault Aviation on the proposed joint manufacturing of Rafale jets.
  • It stressed that reports claiming HAL’s involvement in manufacturing or co-production arrangements are premature and unverified.
  • HAL highlighted that it remains unaware of the industrial structure for the possibly approved Rafale deal.

This rebuttal follows several media outlets reporting that HAL would partner with Dassault to domestically build the remaining 94 aircraft after the initial fly-away units.

India’s Defence Push and the Rafale Context

India’s air force has long been on a modernization drive, given the gradual retirement of older Soviet-era combat platforms. The Rafale aircraft — with advanced avionics, air superiority capabilities, and multirole flexibility — emerged as a cornerstone of this modernization following earlier acquisitions.

In 2016, India signed an initial contract for 36 Rafale jets directly from Dassault — a deal that itself had seen significant political and defence-industrial debate due to offsets and indigenous manufacturing expectations.

Meanwhile, France is reportedly preparing significant concessions to finalise the larger 114-jet contract ahead of high-level bilateral engagements. The expectation is that India not only purchase the aircraft but also secure local production and technology transfer as part of a wider defence industrial strategy.

Industrial Roles: HAL, Tata, and the Wider Ecosystem

Despite HAL’s denial of communications on the latest Rafale production speculation, other Indian entities are already engaged in Rafale component manufacturing.

Tata Advanced Systems Limited (TASL) has been formally partnered with Dassault Aviation to produce fuselage components for the Rafale in India, including front and rear fuselage sections at its Hyderabad facility — set to begin production by 2028 as part of production transfer agreements.

This illustrates that while HAL may not currently be positioned in official joint manufacturing talks, the wider Indian industrial base is already participating in strategic aerospace production through private-sector collaboration.

Importance of HAL Joint Rafale Production Denial Reports

HAL’s denial highlights several key points in India’s defence production landscape:

  • Not all large defence contracts immediately translate into assured domestic manufacturing roles for state-owned enterprises.
  • Detailed negotiations — especially linked to technology transfer, job creation, and operational timelines — are still underway.
  • Private industry players are increasingly prominent in India’s defence manufacturing horizon, particularly in aerospace production segments.

The denial does not negate the possibility of HAL’s future involvement; rather, it underscores that formal agreements and official communications have yet to be finalised.
