Mumbai: Hindustan Aeronautics Limited (HAL) has signed a Memorandum of Understanding (MoU) with Russia’s Public Joint Stock Company United Aircraft Corporation (PJSC-UAC) for the production of the SJ-100 civil commuter aircraft, reinforcing India–Russia cooperation in the aerospace sector.
The agreement was formalized in Moscow on October 27, 2025, and the development was disclosed to the stock exchanges on October 28, 2025, in line with regulatory requirements.
Focus on Civil Aviation Manufacturing
The SJ-100 is a modern civil commuter aircraft designed for regional passenger transportation. The collaboration is expected to support the expansion of India’s capabilities in civil aircraft manufacturing, complementing HAL’s established presence in defence and aerospace engineering.

Stock Exchange Disclosure and Regulatory Compliance
HAL clarified that the MoU is already in the public domain and was duly communicated to the stock exchanges earlier. The company stated that:
- The agreement does not have any material impact on its financials or operations at present
- Any future developments related to the project will be disclosed in accordance with SEBI (LODR) Regulations
Company Statement on Media Reports
Shailesh Bansal, Company Secretary and Compliance Officer of HAL, confirmed that the collaboration with PJSC-UAC had been previously disclosed and that no additional material implications arise from recent media reports regarding the agreement.
Strengthening India–Russia Aerospace Ties
The MoU highlights the long-standing strategic partnership between India and Russia in aerospace and aviation. The collaboration reflects HAL’s continued efforts to diversify into civil aviation manufacturing alongside its core defence portfolio.
