Chandigarh: The Haryana government has formally relieved Director General of Police (DGP) Shatrujeet Kapur (IPS:1990:HY) of his duties, paving the way for the appointment of a new police chief from January 1, 2026. Kapoor, who returned from a two-month leave on Saturday, has been posted as Chairman of the Haryana Police Housing Corporation and is expected to assume the new role on Monday.
The decision comes amid the fallout from the alleged suicide of senior IPS officer Y. Puran Kumar (IPS:2001:HY), in which Kapoor’s name had surfaced.
Interim Leadership: OP Singh Continues as Officiating DGP
Following Mr Kapur’s leave beginning October 14, OP Singh (IPS:1992:HY), who heads the Haryana State Narcotics Control Bureau and the Forensic Science Laboratory, Madhuban, assumed charge as officiating DGP. Singh will continue in this role until the end of the year while also retaining his current responsibilities.
The posting orders for Kapur’s reassignment and Singh’s continued officiating charge were issued by Haryana Additional Chief Secretary (Home) Sumita Misra, coinciding with the conclusion of Kapoor’s leave.

Background: Controversy Surrounding Kapoor
Shatrujeet Kapur was appointed DGP in August 2023 during Chief Minister Manohar Lal Khattar’s tenure, superseding two senior officers, Mohd Akhil and R.C. Mishra. Kapoor was sent on leave after allegations of his involvement in the suicide of Puran Kumar, who was found dead on October 7, 2025.
Following the incident:
Rohtak SP Narendra Bijarniya was removed from his post.
Chandigarh Police registered an FIR, and a Special Investigation Team (SIT) led by Inspector General Pushpendra Kumar was formed to investigate the case.
Vacancy at the Top: Fresh UPSC Panel to be Sent
Kapoor’s formal removal confirms the vacancy for the Haryana DGP post. Earlier, the state had sent a panel of five officers, including Kapoor, to the UPSC for selection. The commission had returned the panel, noting no vacancy existed since Kapoor was still officially on duty.
With the position now officially vacant, the government will send a fresh panel of eligible officers to the UPSC. The commission will shortlist three names, from which the next DGP will be appointed.
Singh’s Tenure as Officiating DGP
During his two-month tenure at the helm, OP Singh launched two major operations:
- Operation Trackdown
- Operation Hotspot Domination
These operations led to:
- Arrests of thousands of armed criminals
- Dismantling of organized gangs
- Foiling several planned murders
Disruption of drug supply chains and red
A senior police officer noted, “The focus was not limited to reactive policing but on proactive disruption—targeting habitual offenders, arms suppliers, and criminal hideouts.”
