Chandigarh: Haryana Chief Minister Nayab Singh Saini announced that economically weaker candidates who clear preliminary examinations of the Union Public Service Commission (UPSC), Haryana Public Service Commission (HPSC), and Judicial Services will receive financial assistance under the Mukhyamantri Yuva Pratibha Protsahan Yojana.
The announcement was made during a felicitation ceremony for newly selected UPSC candidates in Chandigarh, celebrating the state’s exceptional performance in civil services exams.
Financial Aid Structure for Aspirants
The Chief Minister outlined the financial assistance to support coaching and further preparations for competitive exams:
- ₹70,000 for families with annual income up to ₹1 lakh
- ₹60,000 for income up to ₹1.80 lakh
- ₹50,000 for income between ₹1.80 lakh and ₹3 lakh
- ₹25,000 for income between ₹3 lakh and ₹5 lakh
Additionally, Saini announced that government universities in Haryana will provide evening coaching classes for UPSC and HPSC aspirants to ensure wider access for youth across the state.

Recognizing Outstanding Achievements
Congratulating the successful candidates, CM Saini highlighted the dedication required to crack competitive exams, noting that only a few succeed out of lakhs of aspirants. He specially praised Akansh Dhull, who secured 3rd rank in UPSC Civil Services, along with 77 other successful candidates from Haryana.
Other notable achievers who shared their success stories included Zinnia Aurora (Rank 6), Nitish, Shagun Mehra, and Shikha.
Importance of Public Service and Responsibility
Mr Saini emphasized that the Indian Administrative Service (IAS) is more than a career – it is a responsibility to serve the public. He urged the newly selected officers to prioritize the welfare of the poorest citizens and uphold values of integrity, equality, justice, liberty, and fraternity in every decision they make.
He also cautioned about future challenges such as administrative complexities and political pressures, urging officers to work with transparency and dedication.
Haryana’s Progress and Opportunities for Youth
The Chief Minister noted Haryana’s excellence across multiple fields including civil services, medicine, engineering, and technology. Over 1.8 lakh government jobs have been provided purely on merit, ensuring fairness and transparency.
He lauded the leadership of Prime Minister Narendra Modi, stating that India’s rapid progress towards a developed nation relies on capable young officers who contribute meaningfully to governance and nation-building.

Senior officials present at the event included Cooperation Minister Arvind Sharma, Chief Principal Secretary Rajesh Khullar, Principal Secretary Arun Kumar Gupta, and Commissioner and Secretary Dr. Amit Kumar Agrawal.
Dr. Agrawal welcomed the Chief Minister and highlighted Haryana’s growing achievements in intellectual fields alongside sports, emphasizing the state’s holistic development.
