In a significant administrative move ahead of upcoming Assembly elections, 12 IAS officers from Himachal Pradesh have been appointed as election observers in five poll-bound states, reflecting the large-scale deployment of senior bureaucrats for ensuring smooth and transparent conduct of elections.
The officers have been deputed for election duty as part of the nationwide administrative arrangements made by the Election Commission of India for the upcoming elections. During their absence, their respective departmental responsibilities in Himachal Pradesh will be handled through additional charge arrangements by other officers.

These officers will serve as election observers in different constituencies across five poll-bound states, where they will monitor election preparedness, compliance with the Model Code of Conduct, and polling arrangements.
Departments to Function Through Additional Charge Arrangements
Officials said that while these IAS officers remain on election duty, their existing departmental responsibilities in Himachal Pradesh will continue through additional charge arrangements.
Other senior officers in the state administration have been entrusted with temporary responsibility for departments currently headed by the officers on deputation to ensure there is no disruption in governance.
Role of Election Observers During Poll Process
Election observers appointed by the Election Commission play a critical role in ensuring free, fair, and transparent elections.
Their responsibilities include:
- Monitoring district-level election preparedness
- Reviewing security arrangements
- Addressing complaints from candidates and political parties
- Ensuring adherence to election expenditure rules
- Reporting directly to the Election Commission on any irregularities
Observers also coordinate with district administration and police authorities during polling and counting phases.
Large-Scale Observer Deployment Across Poll-Bound States
The deputation of Himachal Pradesh officers is part of a wider national exercise in which officers from multiple state cadres have been assigned observer duties in states heading for elections.
The Election Commission has intensified administrative preparedness with senior IAS and IPS officers being sent across states to strengthen neutrality and improve monitoring during elections.
