Shimla: In a significant reshuffle of the state bureaucracy, the Himachal Pradesh government has transferred eight Indian Administrative Service (IAS) officers and five Himachal Pradesh Administrative Service (HPAS) officers. The move comes as part of regular administrative adjustments to strengthen governance across key departments and districts.
Gandharva Rathore Appointed Hamirpur DC
Among the key changes, Special Secretary (Personnel) Gandharva Rathore has been posted as the Deputy Commissioner (DC) of Hamirpur. He replaces Amarjeet Singh, who has been transferred to the post of Secretary, Cooperation. Amarjeet Singh’s transfer relieves 2004-batch IAS officer C. Paulrasu of the additional charge of the post.
Dalip Kumar Negi Gets Key Secretarial Roles
2018-batch IAS officer Dalip Kumar Negi, who was awaiting posting, has been appointed Special Secretary (State Taxes & Excise), relieving Harbans Singh Brascon of the additional charge.
In addition, Negi will hold the additional charge of Special Secretary (Industries & Home), thereby relieving Sudesh Kumar Mokhta. Transfer orders for Mokhta will be issued separately.
Divyanshu Singal Moves to Handicrafts & Handloom Corporation
Divyanshu Singal, who was serving as Additional Deputy Commissioner-cum-Project Director of DRDA, Shimla, has been posted as Managing Director of Himachal Pradesh State Handicrafts & Handloom Corporation, Shimla. He will continue to hold the additional charge of Managing Director, Himachal Pradesh Medical Services Corporation, Shimla.
Singal’s previous position at DRDA Shimla has been filled by Sachin Sharma, Sub Divisional Officer (Civil), Amb, who will now serve as Additional Deputy Commissioner-cum-Project Director, DRDA, Shimla.
Other Key Transfers of IAS Officers
Netra Meti, SDO (Civil), Palampur, has been posted as Commissioner of Municipal Corporation, Palampur, while continuing to hold the additional charge of SDO (Civil), Palampur.
A. Shainamol, Secretary (Administrative Reforms, Training & FA and RPG), who was also holding the additional charge of Secretary (Ayush), will now additionally hold the charge of Divisional Commissioner, Shimla Division.
Vinod Kumar, Divisional Commissioner, Kangra Division at Dharamsala, has been transferred as Secretary, Technical Education, and will continue to hold the additional charge of Divisional Commissioner, Kangra Division.
Five HPAS Officers Also Transferred
In addition to the IAS transfers, the state government has also transferred five officers of the Himachal Pradesh Administrative Service (HPAS). The details of their postings were included in the official order issued on Monday.
Administrative Objective
The transfers aim to streamline the functioning of key departments and districts, ensure continuity of governance, and align officers with strategic administrative roles. Several officers are continuing to hold additional charges to maintain operational efficiency until full-time appointments are made.
