Bihar Govt Transfers 21 IAS and 71 IPS Officers in Major Administrative, Police Reshuffle; Deepak Mishra Appointed Mission Director, Bihar Vikas Mission

Patna: In a significant administrative exercise aimed at strengthening governance and law enforcement, the Bihar government on Friday carried out a major reshuffle, transferring 21 IAS officers and 71 IPS officers across the state. The large-scale transfers span key administrative, municipal, and police positions, covering districts, municipal corporations, and specialised policing units.

Officials said the reshuffle is intended to enhance administrative efficiency, improve coordination, and reinforce law and order mechanisms across Bihar.

Key IAS Transfers Across Districts and Municipal Bodies

As part of the IAS reshuffle, officers serving as Deputy Development Commissioners (DDCs), Zila Parishad CEOs, Municipal Commissioners, Town Commissioners, and Sub-Divisional Officers (SDOs) were reassigned. One IAS officer awaiting posting was also accommodated.

Important IAS Postings

Sameer Saurabh, DDC and Zila Parishad CEO of Patna, has been posted as Managing Director of COMFED, Patna.

Deepak Kumar Mishra, Commissioner of Biharsharif Municipal Corporation, was appointed Joint Secretary in the Chief Minister’s Office (CMO), Patna, and also given additional charge as Mission Director of Bihar Vikas Mission.

Abhishek Palasia, DDC and Zila Parishad CEO of Khagaria, was posted as Town Commissioner of Gaya Municipal Corporation.

Kumar Nishant Vivek, DDC and Zila Parishad CEO of Gopalganj, was transferred as Town Commissioner of Biharsharif Municipal Corporation in Nalanda district.

Shubam Kumar, Commissioner of Bhagalpur Municipal Corporation, was appointed DDC and Zila Parishad CEO of Nalanda.

Shivakshi Dikshit, Commissioner of Munger Municipal Corporation, was posted as Town Commissioner of Bettiah Municipal Corporation in West Champaran.

Wide-Ranging Administrative Realignment Across Districts

Several IAS officers serving as DDCs, Zila Parishad CEOs, and SDOs were shifted across multiple districts, including

  • West Champaran
  • Kaimur
  • Saharsa
  • Muzaffarpur

  • Sheikhpura

Officials said the reshuffle ensures a balanced distribution of administrative leadership and is expected to improve implementation of government schemes at the grassroots level.

71 IPS Officers Transferred Across Ranks and Districts

Simultaneously, the Bihar government ordered the transfer of 71 IPS officers, covering ranks from Director General (DG) to Superintendent of Police (SP). The reshuffle affects police leadership across 38 districts, along with key specialised units.

Top-Level IPS Appointments

Prita Verma (IPS, 1991 batch) was appointed Chairperson and Managing Director of the Bihar Police Building Construction Corporation.

Kundan Krishnan was posted as Director General of the Special Task Force (STF) and Special Branch.

Sunil Kumar, earlier ADG Special Branch, was appointed Additional Director General (Headquarters).

R. Malar Viji, ADG and Director of the Bihar Police Academy, was given additional charge as ADG, Bihar Special Armed Police (BSP).

New Postings in ADG, IG and DIG Ranks

  • Dr Amit Kumar Jain was posted as ADG, Prohibition and State Narcotics Control Bureau.
  • Sanjay Kumar was appointed Inspector General of BSP.
  • Kamal Kishor Singh, ADG (Budget, Appeal and Welfare), received additional charge as ADG Railways.
  • Manoj Kumar was promoted from DIG to Inspector General (Headquarters).
  • Anand Kumar was posted as DIG (Law and Order), Patna.
  • Kumar Ashish was posted as DIG of Kosi Range.
  • Ranjit Kumar Mishra was appointed IG, Cyber Crime and Security Unit.

Several Superintendents of Police and Senior Superintendents of Police were reshuffled across districts –

  • Sagar Kumar – SP, Patna Traffic
  • Santosh Kumar – SP, Kishanganj
  • Kantesh Kumar Mishra – SSP, Muzaffarpur
  • Jitendra Kumar – SP, Araria
  • Vinay Tiwari – SP, Gopalganj
  • Hridaykant – SP, Anti-Terrorism Squad (ATS)
  • Sushil Kumar – SSP, Gaya
  • Anant Kumar Rai – Superintendent, Railway Police, Patna
  • Pramod Kumar Yadav – SSP, Bhagalpur
  • Vineet Kumar – SSP, Saran
  • Puran Kumar Jha – SP, Siwan
  • Navjot Simi – SP, Arwal
  • Ramanand Kaushal – SP, Bagaha
  • Avdhesh Dixit – SP, Lakhisarai
  • Shubhank Mishra – SP, Sheohar
  • Vikram Sihag – SP, Vaishali
  • Aprajit Lohan – SP, Jehanabad

Additionally, Divyanjali Jaiswal was appointed SDPO (Law and Order-II), Patna.

Aim to Strengthen Governance and Law Enforcement

Officials said the extensive reshuffle is aimed at boosting administrative efficiency, strengthening policing, improving law and order, and ensuring better coordination between district administrations and police leadership.

The transfers are expected to have an immediate impact on governance, urban management, crime control, and delivery of public services across Bihar.
