New Delhi: The Housing and Urban Development Corporation Ltd (HUDCO), a Navratna NBFC under the Ministry of Housing and Urban Affairs, has launched the Urban Invest Window (UiWIN)—a dedicated institutional mechanism to support Urban Local Bodies (ULBs) and cities in developing bankable, investment-ready urban infrastructure projects.
As part of this initiative, HUDCO organized the 1st Regional Workshop on UiWIN from 15–16 March 2026, aiming to raise awareness about UiWIN as a structured single-window platform for project preparation, financial structuring, asset monetization, and improved access to capital markets for cities.
Workshop Inauguration and Dignitaries
The workshop was inaugurated by Ponguru Narayana, Hon’ble Minister for Municipal Administration and Urban Development, Government of Andhra Pradesh. The event was attended by several key dignitaries, including:
- Magunta Sreenivasulu Reddy, MP, Ongole
- Srinivas Katikithala, Secretary, Ministry of Housing and Urban Affairs (MoHUA)
- S. Suresh Kumar, Principal Secretary, Municipal Administration & Urban Development, Andhra Pradesh
- Sanjay Kulshrestha, Chairman & Managing Director, HUDCO
The workshop saw participation from over 150 senior officials representing ULBs, state government departments, and HUDCO from Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, and Puducherry.
UiWIN: One-Stop Support for Cities
During the workshop, the Hon’ble Minister highlighted that UiWIN provides end-to-end support for urban projects, including:
- Identification of bankable projects
- Preparation of DPRs and feasibility studies
- Financial structuring and credit rating assistance
- Municipal bond support and pooled finance for smaller ULBs
- PPP transaction support
- Implementation guidance via UiWIN State Offices and Investment Support Units
By leveraging HUDCO’s pan-India regional network, UiWIN will provide technical support, digital municipal asset registers, asset monetization strategies, and operational capacity tools, along with a forthcoming UiWIN dashboard to track sector-wise progress, costs, approvals, land availability, and funding sources.
Focus on Asset Management and Financial Sustainability
Magunta Sreenivasulu Reddy stressed the importance of effective municipal asset management, noting that public assets such as land, infrastructure, and service networks can become key sources of financing if properly documented and managed. The creation of comprehensive municipal asset registers and exploration of asset monetization opportunities were emphasized as crucial steps to strengthen ULB financial capacity.
Kulshrestha underscored that India must build urban infrastructure created over the last 75 years within one-third of the time to keep pace with rapid urbanization. He emphasized that Tier-II and Tier-III cities require greater financial resources, governance capacity, and comprehensive urban planning to sustain growth.
MoUs and Strategic Partnerships
During the two-day workshop, MoUs were signed between HUDCO and several state government agencies to strengthen partnerships for the development of Tier-2 cities. These agreements aim to leverage institutional expertise, coordinate planning, and accelerate investment mobilization for sustainable and resilient urban infrastructure.
Knowledge Sharing and Workshop Deliberations
The workshop featured over 30 presentations on improving urban project pipelines, financial viability of infrastructure projects, and strategies to attract private and institutional investment in urban development. It served as a platform for national and international experts, including representatives from NITI Aayog, World Bank, ADB, NABFID, NIIF, IFC, and private financial institutions, to share best practices and innovative solutions for urban infrastructure projects.
