Patna: Young IAS officer Anil Kumar (IAS: 2017, Bihar cadre) on Monday assumed charge as the Director of the Information and Public Relations Department (IPRD) of the Bihar government. He took over responsibilities at the Soochna Bhavan, marking a key administrative change in the state’s information dissemination machinery.
He was welcomed by Special Secretary Satyendra Kumar Singh, who presented him with a bouquet. Senior officers of the department were also present on the occasion.
Focus on Reaching Remote and Rural Areas
After assuming charge, Anil Kumar interacted with officers and staff of the department, reviewed ongoing work, and inspected all branches. Clearly outlining his priorities, Kumar said his primary focus would be to ensure that information about government welfare schemes reaches every citizen, especially those living in remote rural areas and villages.
“Accurate and timely dissemination of information related to government schemes is essential so that no eligible beneficiary is deprived of benefits,” he said.

Digital, Traditional and Grassroots Strategy
The new IPRD Director stated that the department would adopt a multi-pronged communication strategy to maximize outreach. This includes:
- Digital platforms
- Traditional media
- Grassroots-level awareness campaigns
Kumar emphasized that these methods would help reach people living in nondescript and underserved regions of the state.
Emphasis on Key Welfare Sectors
Anil Kumar highlighted that special attention would be given to spreading awareness about schemes related to –
- Women’s empowerment
- Education
- Health
- Agriculture
- Poverty alleviation
He said effective communication in these sectors plays a crucial role in inclusive development.
Senior Officials Present
Several senior officers attended the charge-taking ceremony, including Additional Secretary Rajiv Kumar Singh, Joint Secretary Vidhubhushan Chaudhary, Joint Director Ravi Bhushan Sahay, Special Officer Kumaril Satyanand, and other departmental officials.
