New Delhi: In a significant administrative decision aimed at strengthening leadership in one of India’s most strategic ministries, the Government of India has approved the elevation of two Indian Administrative Service (IAS) officers to Director-level positions in the Ministry of Mines. The Department of Personnel and Training (DoPT) has cleared the upgradation of posts held by Mr. Bakki Karthikeyan, IAS (MP:2012), and Ms. Geetika Sharma, IAS (AGMUT:2012).
The move is expected to bolster policy formulation, execution capacity, and institutional continuity in the Ministry, which plays a crucial role in India’s resource management, infrastructure growth, and energy transition.
Bakki Karthikeyan’s Post Upgraded to Director Level
According to an official memorandum issued by the DoPT, the post of Private Secretary to the Union Minister for Coal and Mines, Mr. G. Kishan Reddy, presently held by Mr. Bakki Karthikeyan, has been re-designated from the Deputy Secretary level to the Director level.
This upgradation has been approved as a personal measure and will take effect from the date Mr. Karthikeyan assumes charge of the re-designated Director-level post. The tenure of the upgraded position will remain valid until 9 August 2029, or on a co-terminus basis with the Minister, or until Mr. Karthikeyan ceases to function as the Private Secretary to the Union Minister — whichever is earlier.
Mr. Bakki Karthikeyan has been serving on central deputation since 10 August 2024, and his elevation reflects the confidence reposed in his administrative experience and role at the ministerial level.

Geetika Sharma Elevated as Director in Ministry of Mines
In a parallel decision, the DoPT has also approved the re-designation of the post held by Ms. Geetika Sharma, IAS (AGMUT:2012), from Deputy Secretary to Director in the Ministry of Mines.
Her tenure in the upgraded Director-level role will be valid until 29 May 2029, which marks the completion of the five-year admissible period under the Central Staffing Scheme. Unlike the personal measure applied in the case of Mr. Karthikeyan, Ms. Sharma’s elevation aligns with the standard tenure framework prescribed for central deputation.
Strengthening Leadership in a Strategic Ministry
The Ministry of Mines is a key pillar of India’s economic and industrial ecosystem, overseeing the exploration, regulation, and sustainable development of mineral resources essential for infrastructure, manufacturing, and clean energy initiatives.
By elevating experienced IAS officers to Director-level responsibilities, the Centre aims to enhance:
- Strategic decision-making capacity
- Inter-ministerial coordination
- Policy implementation efficiency
- Long-term administrative stability
Such upgradations also reflect the government’s broader approach of placing seasoned officers in leadership roles within ministries critical to India’s development trajectory.
Centre’s Continued Focus on Governance Capacity
These administrative upgrades underline the Centre’s continued emphasis on reinforcing governance structures in priority sectors. As India pushes ahead with reforms in mining, critical minerals, and resource security, the role of senior bureaucratic leadership becomes increasingly important.
The elevation of Mr Bakki Karthikeyan and Ms. Geetika Sharma is seen as a step in that direction, ensuring that the Ministry of Mines is equipped with experienced leadership to meet emerging policy and implementation challenges.
