Kargil: In a significant step toward addressing transport sector concerns, Mr. Bhupesh Choudhary IAS, Administrative Secretary for Horticulture, Agriculture, Cooperative, SIDCO, and Transport, convened a productive meeting with representatives from all Transporter Associations of Kargil. The meeting, held at 4:00 PM, focused on resolving pressing issues impacting the region’s transporters.

Interstate Permits and Reciprocal Benefits
One of the primary concerns raised by the unions was the interstate permits countersign issue, which has been affecting the smooth movement of transport vehicles. Secretary Choudhary assured the participants that the matter would be promptly taken up with the Jammu & Kashmir administration, aiming to secure reciprocal benefits before the upcoming transport season.
Addressing Registration Issues Post-Union Territory Formation
Transporters also highlighted challenges faced by J&K registered goods carriage vehicles following the formation of the Union Territory. Secretary Choudhary announced that new registration marks for UT Ladakh, along with the required permits, would be issued to these vehicles to streamline operations and ensure legal compliance.
Vehicle Tracking and Route Permits

- Vehicle Location Tracking Devices (VLTD)
- Route permits for stage carriage and contract carriage
The dialogue led to amicable solutions for all parties, ensuring smoother operational management for transporters in Kargil.
Promoting Electric Commercial Vehicles
Secretary Choudhary encouraged transporters to adopt the “Early Bird” policy for electric commercial vehicles, emphasizing its link to the Ladakh Scrapping Policy. This initiative is expected to enhance environmental sustainability while offering financial incentives for operators upgrading to electric fleets.
