Dehradun: The voluntary retirement (VRS) application of 2004-batch IAS officer BVRC Purushottam continues to hang in the balance more than three months after submission, even as the Union Home Ministry has cleared the VRS of 2015-batch IPS officer Rachita Juyal.
Despite having more than 12 years of service remaining—he is scheduled to retire in 2037—Purushottam submitted his VRS application in May 2025, citing family reasons. However, the government has yet to take any formal decision on his request, leaving the matter in administrative limbo.
No Movement on File, No Decision by Government
Under All India Services (AIS) rules, voluntary retirement can be deemed accepted after three months, even without formal approval, provided all procedural formalities are completed. However, in Purushottam’s case, no official file has been prepared so far at the state government level, sources confirmed.
Purushottam had told ETV Bharat earlier that he was on personal leave due to family obligations and had submitted his retirement application accordingly.

IPS Rachita Juyal’s VRS Accepted by Union Home Ministry
In contrast to the delay in Purushottam’s case, the Union Home Ministry has accepted the resignation of 2015-batch IPS officer Rachita Juyal, who had also applied for VRS citing personal reasons. Her application was submitted in June 2025, and the clearance came within three months.
Juyal, who was serving as Superintendent of Police (SP), Vigilance, was overseeing the Haridwar Municipal Corporation land scam investigation. With her exit, the case will now be supervised by CO Vigilance Harshvardhan Suman, who had previously been assisting in the same probe.
Ongoing Vigilance Probe in Haridwar Land Scam
The Haridwar land scam involves alleged irregularities in land allocation and financial transactions under the Municipal Corporation’s jurisdiction. Vigilance has been tracking the money trail, and Juyal’s leadership was instrumental in pushing the investigation forward. With her resignation accepted, the baton passes fully to Harshvardhan Suman for further inquiry.
Unclear Future for IAS Purushottam
The contrast between the quick acceptance of Juyal’s resignation and the indefinite delay in Purushottam’s VRS reflects a possible administrative bottleneck or lack of clarity in handling senior officer resignations at the state level. Until a file is formally moved or a decision is recorded, the status of IAS BVRC Purushottam’s voluntary retirement remains uncertain.
