New Delhi: The Appointments Committee of the Cabinet (ACC) has approved the temporary assignment of additional charge to Chandra Sekhar Kumar (IAS: 1992: Odisha cadre). Kumar, who is currently serving as Secretary, Ministry of Minority Affairs (MoMA), New Delhi, will also hold the additional charge of Secretary, National Commission for Minorities (NCM).
The additional responsibility will be effective from November 22, 2025, to December 3, 2025, covering the period during which Alka Upadhyaya (IAS: 1990: Madhya Pradesh cadre), the designated Secretary of NCM, is on leave.
Profile of Chandra Sekhar Kumar
Chandra Sekhar Kumar is a distinguished IAS officer of the 1992 Odisha cadre. His academic credentials include:
- B.Tech in Civil Engineering from IIT Bombay
- Master of Public Administration (International Development) from Harvard University
- Ph.D. in Economics from Cornell University, New York
Kumar also served as Additional Secretary at the Department of Panchayati Raj. He is fluent in English and Hindi, and was born on January 10, 1969.
Administrative Approval and Formalities
The approval for Kumar’s additional charge comes through the Department of Personnel and Training (DoPT) under file number 36/01/2025-EO(SM-I), issued on 21 November 2025. The move ensures continuity of administrative functions at the National Commission for Minorities during Alka Upadhyaya’s absence.
