New Delhi: The Central government has assigned additional responsibilities to two senior IAS officers during the leave period of incumbent secretaries, according to an order issued by the Department of Personnel and Training (DoPT) on Friday.
Debashree Mukherjee to Hold Additional Charge of MSME Secretary
Debashree Mukherjee (IAS: 1991: AGMUT), Secretary in the Ministry of Skill Development and Entrepreneurship, has been given additional charge of Secretary, Ministry of Micro, Small and Medium Enterprises (MSME).
Her temporary assignment will be effective from November 8 to November 16, 2025, during the leave of Subhas Chandra Lal Das (IAS: 1992: AGMUT), the regular Secretary of the MSME Ministry.
Mukherjee, an experienced officer of the AGMUT cadre, has previously held several key positions in the central and state governments, focusing on governance reforms, infrastructure development, and skill ecosystem strengthening.
Vineet Joshi to Oversee School Education & Literacy Department
Similarly, Vineet Joshi (IAS: 1992: MN), Secretary, Department of Higher Education, has been entrusted with the additional charge of Secretary, Department of School Education & Literacy for the same period — November 8 to November 16, 2025.
He will hold this role during the leave of Sanjay Kumar (IAS: 1990: BH). Joshi, known for his tenure as CBSE Chairman and as a reform-oriented administrator, will temporarily manage both key education departments during this short overlap.
Hekali Zhimomi Repatriated to Parent Cadre
In another key personnel move, V. Hekali Zhimomi (IAS: 1996: UP), Additional Secretary in the Department of Health & Family Welfare, has been repatriated to her parent cadre — Uttar Pradesh — at the request of the state government.
Zhimomi has played a significant role in the Ministry of Health & Family Welfare, contributing to key public health programs and policy implementation initiatives during her central deputation.
Administrative Continuity Ensured
The temporary assignments ensure administrative continuity and prevent disruption in policy execution across vital ministries, including MSME, Skill Development, and Education, which are central to the government’s development agenda.
