Lucknow: In a significant administrative change at the top level of Uttar Pradesh’s bureaucracy, senior IAS officer Shashi Prakash Goyal, widely known as S.P. Goyal, has been appointed the new Chief Secretary of the state. He succeeds Manoj Kumar Singh (IAS: 1988: UP), who completed his tenure after the Centre declined the state government’s request for a one-year extension.
Change at the Helm of UP Administration
The decision marks a major reshuffle in the state’s administrative structure under the leadership of Chief Minister Yogi Adityanath. The Uttar Pradesh government had expressed its desire to extend Manoj Kumar Singh’s tenure by another year, but the central government did not grant approval, paving the way for S.P. Goyal’s appointment.
Emotional Farewell by Outgoing Chief Secretary Manoj Kumar Singh
Following the transition, Manoj Kumar Singh shared an emotional message on social media, accompanied by photos capturing the formal handing over of charge to S.P. Goyal. In his heartfelt post, Singh expressed pride in serving the state and gratitude toward the Chief Minister and colleagues.
He wrote, “This evening, I handed over the charge of the post of Chief Secretary of Uttar Pradesh to S.P. Goyal ji. It has been a matter of great honour and pride for me to serve the state under the visionary leadership and inspiring guidance of the Hon’ble Chief Minister Yogi Adityanath ji.”
Reflecting on His Tenure
Manoj Kumar Singh highlighted the rewarding experience of working toward the overall development and good governance of Uttar Pradesh during his tenure. He thanked the Chief Minister for the opportunity and wished S.P. Goyal success in his new role.
Mr Singh added, “During this period, I express my heartfelt gratitude for the constant support, affection and guidance I received from the Hon’ble members of the Cabinet, public representatives, administrative officers, and all colleagues. This tenure has not only been a medium of service for me but has also been a memorable journey imbued with learning and a sense of responsibility.”

S.P. Goyal now takes charge at a critical time for Uttar Pradesh’s administration. As Chief Secretary, he will be instrumental in steering the state’s policies and administration under the guidance of Chief Minister Yogi Adityanath.
