Bhopal: In a significant administrative development, the Madhya Pradesh government has promoted 16 State Administrative Service (SAS) officers to the Indian Administrative Service (IAS). This brings the total number of IAS officers in the MP cadre to 391, up from 375.
However, despite these new promotions, 68 IAS posts in the Madhya Pradesh cadre remain vacant, against the total sanctioned strength of 459, highlighting a continued shortfall in the state’s administrative manpower.
Promotions Linked to Vacant Posts of 2023 & 2024
The 16 officers have been awarded the IAS rank for vacant posts from the years 2023 and 2024, with 8 officers promoted for each year.
Among the notable promotions are Rakesh Kushre and Nanda Bhalave Kushre, a husband-wife duo who have both been elevated to the IAS rank together.
Clean Chit After Two-Year Delay
The promotions were delayed for nearly two years due to pending departmental inquiries. Officers like Narayan Prasad Namdev and Dr. Kailash Bundela, who were under investigation, have now been promoted after receiving a clean chit.
According to officials, several eligible officers missed out on the promotion due to various reasons such as age criteria and service limitations. These include–
- Jayendra Kumar Vijayvat
- Manoj Malviya
- Kamal Nagar
- Dwarka Barman

Cadre Status: Shortage Remains Despite Promotions
While the addition of 16 new IAS officers is a positive development, the MP cadre still faces a shortage. Out of the 459 sanctioned posts, 68 remain unfilled even after the latest round of promotions. Senior officials mentioned that final approval for cadre strength and officer appointments rests with the Centre, and appointments are done as per their discretion.
