New Delhi: As reported by Indian Masterminds, the administrative leadership of the Lok Sabha will continue under experienced hands, with Speaker Om Birla granting an extension of tenure to Utpal Kumar Singh (Retd IAS: 1986, Uttarakhand cadre) as Secretary General of the Lok Sabha and Lok Sabha Secretariat.
Having completed five years in the prestigious position, Mr Singh now begins his sixth term, ensuring continuity in the crucial administrative processes of parliamentary floor management.
Extension Highlights Continuity and Stability
The extension, effective from December 1, 2025, allows Singh to continue with the rank and status equivalent to a Cabinet Secretary, the highest position in the Indian civil services.
The Speaker’s office did not disclose the exact duration of the new tenure, but successive extensions reflect a sustained reliance on Singh’s institutional knowledge and administrative experience.
Distinguished Career of Utpal Kumar Singh
Singh has had a long and distinguished career in the Indian Administrative Service. Prior to his appointment as Secretary General, he served as Chief Secretary of the Government of Uttarakhand (2017–2020), where he worked closely with senior IAS officers such as Vinod Prasad Raturi, Revenue Secretary of Uttarakhand at the time.
Earlier, Singh also held important positions at the central government, including Additional Secretary in the Ministry of Agriculture and Farmers Welfare.
He succeeded Snehlata Shrivastava (Retd IAS: 1982, MP cadre) as Secretary General of the Lok Sabha on 30 November 2020.
