Who Is IAS Pooja M? Karaikal Officer Who Jailed Three Sons for Neglecting Their Elderly Father

Karaikal (Puducherry): A recent order passed by young IAS officer Pooja M has sparked widespread discussion after she directed the imprisonment of three sons for failing to provide financial support and care to their 84-year-old father for nearly six years.

The ruling, issued under the provisions of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, has brought the 2023-batch IAS officer into the public spotlight and highlighted the legal protections available to elderly citizens facing neglect.

Serving as Sub-Collector (Revenue) and Sub-Divisional Magistrate in Karaikal, she ordered that the sons remain in jail until they clear the maintenance arrears owed to their father.

Elderly Father Alleged 71 Months of Neglect

The case originated in Kotuchery area of Karaikal, where 84-year-old Munusamy approached the authorities alleging that his three sons had failed to provide any financial support for 71 months.

According to the complaint, the elderly man had been left to fend for himself despite legal obligations requiring adult children to support aged parents.

After hearing the matter in her capacity as the presiding authority of the Sub-Divisional Magistrate Court, IAS Pooja ruled in favour of the elderly father and directed imprisonment of the sons for non-compliance with maintenance obligations.

Stern Message Under Senior Citizens Act

In addition to ordering imprisonment, the officer reportedly made it clear that the jail term would continue until the outstanding maintenance dues accumulated over the 71-month period were paid.

The decision is being viewed as one of the strongest enforcement actions under the Senior Citizens Act in the region and has generated significant discussion across Karaikal and Puducherry.

Officials say the ruling reinforces the objective of the law, which was enacted to safeguard the dignity, welfare and financial security of senior citizens.

What Is the Senior Citizens Act?

The Maintenance and Welfare of Parents and Senior Citizens Act, 2007 was enacted to ensure that elderly parents and senior citizens are not abandoned or neglected by their children or legal heirs.

The legislation provides:

  • Legal protection for senior citizens.
  • The right to claim maintenance from adult children.
  • Access to basic necessities and support.
  • Mechanisms for speedy resolution of maintenance disputes.
  • Penalties for failure to comply with maintenance orders.

The Act applies to Indian citizens aged 60 years and above who are unable to maintain themselves adequately.

Who Is IAS Pooja M?

Young IAS Officer from the AGMUT Cadre

Ms Pooja is a 2023-batch Indian Administrative Service officer belonging to the AGMUT cadre.

Born on October 1, 1997, she hails from Karnataka and is among the younger officers currently serving in the civil services.

Educational Background

IAS Pooja holds a Bachelor of Engineering degree in Electronics and Telecommunication Engineering.

She completed her engineering education through Visvesvaraya Technological University and later entered the civil services after successfully clearing the UPSC examination.

Her technical background is often cited as an example of engineers transitioning into public administration and governance.

Administrative Career

Before taking charge in Karaikal, she served as Deputy Director (Education) in the Government of the National Capital Territory of Delhi.

She assumed that role on March 15, 2024, gaining experience in educational administration and public service delivery.

In July 2025, she was appointed Sub-Collector of Karaikal, a key administrative position involving revenue administration, law and order responsibilities and implementation of government welfare programmes.

She has been serving in the post since July 16, 2025.

Serving Under Karaikal Administration

As Sub-Collector, Ms Pooja plays a crucial role in district administration and quasi-judicial proceedings under various laws.

Her recent order under the Senior Citizens Act has drawn attention not only because of the punishment imposed but also because it underscores the responsibility of children toward elderly parents.

The administration of Karaikal is headed by Ishita Rathi, another young IAS officer serving in the Union Territory.

Decision Sparks Wider Debate on Elderly Welfare

The ruling has reignited discussions about elderly care, family responsibilities and the implementation of laws designed to protect senior citizens.

Legal experts note that while maintenance tribunals and authorities regularly hear such cases, strong enforcement measures often attract public attention because they send a clear message about compliance with maintenance obligations.

For many observers, the order highlights how statutory provisions can be used to ensure that elderly citizens receive the support and dignity guaranteed under law.
