Bulandshahr, UP: Bulandshahr District Magistrate Shruti Singh, a 2011-batch IAS officer, has found herself in the eye of a political storm after allegedly ignoring over 20 phone calls from Samajwadi Party leader Shivpal Singh Yadav. The situation escalated when Assembly Speaker Satish Mahana issued a show-cause notice to the DM following Shivpal’s formal complaint. While the matter has now been resolved after an apology, it raises questions about communication lapses in the administrative setup.
What Triggered the Controversy?
According to reports, the incident dates back to a few months ago when Shivpal Yadav attempted to contact DM Shruti Singh regarding an issue related to a party worker. He reportedly called her 20 to 25 times, including on her official and personal numbers. However, he was unable to get through. Only her PRO answered, but did not connect the call directly to the DM.
Even after SP District President Matlabu Ali personally delivered the message, there was no response from the DM’s side, further aggravating the situation.

Shivpal Yadav Lodges Formal Complaint
Angered by the lack of communication, Shivpal Yadav escalated the matter to Assembly Speaker Satish Mahana. He requested that the issue be forwarded to the Privileges Committee. Given Shivpal’s seniority and influence in Uttar Pradesh politics, the Speaker took the matter seriously and issued a notice to Shruti Singh, seeking an explanation.
The development sparked concern within the state government and Chief Minister’s Office, prompting immediate internal discussions to de-escalate the situation.
DM Shruti Singh Responds, Apologizes to Shivpal
After receiving the notice, Shruti Singh personally called Shivpal Yadav and apologized for the misunderstanding. She explained that the issue stemmed from her Public Relations Officer (PRO) Nitesh Rastogi) failing to inform her that the call was from Shivpal Yadav. To address the lapse, she removed the PRO from his post immediately.
Shivpal later wrote back to the Assembly Speaker, stating that he was satisfied with the DM’s explanation and did not wish to pursue the matter further. The case was officially closed thereafter.

Shruti Singh, currently serving as District Magistrate of Bulandshahr, is a 2011-batch IAS officer of the Uttar Pradesh cadre. Originally from Punjab, she is a B.Tech in Computer Science Engineering and secured 16th rank in the UPSC Civil Services Examination in her very first attempt.
