New Delhi: The Ministry of Ports, Shipping, and Waterways is set for a strategic leadership transition as Vijay Kumar (IAS:1992:AGMUT) formally takes charge as the new Secretary of the Ministry on Wednesday morning. The development follows the retirement of incumbent Secretary T K Ramachandran (IAS:1991:TN) on September 30, 2025, after a notable tenure in India’s maritime infrastructure ecosystem.
Planned Transition via OSD Appointment
The Appointments Committee of the Cabinet (ACC) had anticipated this handover well in advance by appointing Vijay Kumar as Officer on Special Duty (OSD) in the Ministry on August 22, 2025. The OSD designation, now a preferred model for administrative continuity, allowed Kumar to work closely with the outgoing secretary to ensure a seamless transfer of responsibilities.

Domain Expertise from IWAI to the Ministry
Before stepping into this top bureaucratic post, Kumar served as the Chairman of the Inland Waterways Authority of India (IWAI) — the central body responsible for developing and regulating India’s extensive inland water transport network. His leadership at IWAI has been widely credited with enhancing policy implementation and accelerating key waterway projects.
Vijay Kumar is known within bureaucratic circles as a technocrat with deep sectoral knowledge, especially in infrastructure and logistics policy. His elevation as Secretary aligns with the Centre’s growing focus on integrated maritime development, under flagship schemes like Sagarmala and Gati Shakti.
Policy Continuity for Maritime Expansion
With Kumar now leading the Ministry, the government is expected to strengthen its focus on coastal shipping, multimodal logistics integration, port-led development, and the wider use of inland waterways for freight movement.
